Just run like 800x450 resolution (1600x900 set to 2.0x downscale with lanczos) - 30fps, default preset (veryfast), use game capture for osu. Not sure how well that will work, but if you can't record like that, it's not really worth bothering with CPU encoding
You did a good job buying pretty much the weakest CPU possible to buy >_> death to prebuilts!
First impressions on OBS in your settings, cyro, are that lag isn't gone, but it's fairly manageable. I don't think it has actually gone down tbh. Stacked notes and spaced streams are like 3 times as hard :'), but that just means i can't record much past 5.5 stars.
Bobbias gave me an idea though, i remember my old laptop to give some pretty decent game performance, so it might be worth trying to record on that laptop, provided I get all other settings equal.

Edit2: And holy shit, did I have some good practice maps. In the range 150-160 bpm, more than 50% is streamheavy, ar8 and od8. And terrible, so you have to read well, be fast and be accurate to even get a decent score.

I'm afraid I do notice the difference quite clearly. It feels like some frames aren't displayed, which decreases reading ability at higher ar. Until ar9 i don't notice it that much. But it still is a lot better than my normal comp

That is why i kinda hate streams though, i was playing great and i made a minor mistake which made the game just completely throw out the rest of my input and 100-0 my healthbar, because of what? I hit the key a few milliseconds before my cursor reached the first circle?
same update he decided that tablet users can no longer scroll by dragging the screen, they have to instead click and drag on the part of the screen where you select new beatmaps, which means you have to change song 20 times every time you want to do some scrolling, and accidentally go into like 3 beatmaps and have to exit out again
to make it worse, there is a visual effect that shows that the game is receiving your input, it just doesn't care ;D
I've also noticed something different. When you hit buttons on the left side of the screen, your left headphone is louder and your right is more quiet and vice-versa with notes on the right side of the screen. I thought I was crazy since it's not mentioned under any audio changes. Maybe this could explain why you think the volume has been lowered?

Very glad to get an A here, it's od8 and has some annoying 3 and 5 note patterns combined. On top of that, some of them are spaced. It was just not good enough to upload it to youtube, unfortunately.
quite amusing to try to play and hit all the wrong fingers and derp on somewhat simple patterns, i even had to pause sometimes because i was too dizzy (due to holding breath without realizing and also constantly eye tracking the hit indicators, so scrolling eyes top to bottom to top to bottom over and over again instead of just looking at one point of the screen)
will learn to get around that, and try hidden like Bobbias said :D
