Sure there are some balance issues with some characters here and there (like one button infinites for Gaea and Wolfang) but overall, its a great way to kill 20 or so minutes

I've been trying to mess around with all Characters and make a tier list but I guess I need more input from other people who have time to kill.
My tier list goes like this. (counting infinites) Things to consider are: OD strength, meter dependence, mobility, multi-hit moves (more hit stun = comboability or infinites) and anti-juggle mobility (you can't air block so a character's air dashes / air moves should be good enough to get you to safety)
S:
Wolfang: Invincible OD which juggles in corner and does mad chip if blocked, Dive kick, one button infinite, great back dash
Dark Zero: W-Shredder/that shadow rush thingy is a great poke + air slash leads to an infinite. OD is unblockable and does mad damage
A:
Gaea: not as mobile as wolfang, but deadly up close, good OD, without infinites, I'd say he's B level
Colonel: great pokes, quick drop, hundred stab infinite, OD is uninterruptible when started.
Shadow : invincible dashes, stab to bomb infinite, when shadow is cornered, OD is deadlier.
B:
Zero: can combo into his OD, has 2 quick drop moves, has ghetto tri-jump pokes with his Ice throwing move
Blade: great air mobility and charged shot, Frost tower is also great anti-juggle and might be a semi-infinite when comboed into itself. OD is instant.
Sigma: has a corner only infinite, decent ground speed but bad anti-juggle. Calling mavericks leaves him open though. OD is decent, has a grab.
C:
Falcon: OD is great when positioned properly and enemy is cornered. Relies too much on slide. he has wolfang's icicle dash but it costs meter. Decent air mobility
X: Double cyclone is a good Anti-air, motorbike makes him invincible when riding it. Decent damaging OD
D:
Ultimate: relies too much on meter, Anchor rush is decent, but can be seen coming a MILE away. Meteor Rain can cover him a bit. Great AAA in Rising Cyclone, has a unblockable/comboable grab. Can runaway forever and not be chased if somehow thrown to unreachable heights (Dark Zero's dashing red sword combo thingy and Sigma's "Call Skiver" by floating in the air but they shouldn't be using those moves anyway.. so moot point)
Rose: Slow, meter dependent, has a decent OD, crappy close range moves. decent zoning, but you'll lose your meter terribly fast.
