For what it's worth Dragon Pulse on Gyarados isn't that bad of a move. It's going to always be on par for damage against dragon types like Dragonite and against pokes resistant to water (but not vulnerable to dragon) it has potential to deal good practical DPS (see discussions above about 1 bar specials).

I would've been content powering one up if it had dragon breath + dragon pulse to take out dragonites... but seeing as that is no longer possible now... (they both had bite + dragon pulse) but maybe I should just go with that over farming more Magikarp, praying for that hydro pump
As to the "readily available Dratini spawnpoint": it took me over a month of rolling about 4 km twice a day along the canal to get enough to evolve one with the poor movesets, and with the summer holiday ending I'm really not willing to spend the time to keep farming that for another one or to get candy to power that one up

I just would really like a couple more decent pokémon to take the gym(s) with my friends, and I currently don't see how I can contribute well with more than my 2 poliwraths I wanted to vent about that, and contemplate whether I should give up, keep trying, or try my hardest to put my min-maxing desire away and just power up some pokémon with unideal movesets

I'm nowhere near a Gyrados or Poliwrath 
Do whatever makes you feel good. I like to try to meet up with friends, doing gyms solo sucks. If having the absolute ideal best pokemon is your goal then you just have to accept its going to suck for a very long time.

I'd kill to get Magikarp spawns regularly. Its super rare in my city. I pray every 2km egg is magikarp
And Dratini/Dragonair/Dragonite have only ever been spotted in lures or incense. Nobody I know or have talked too has encountered a wild one

Yeah sorry, I realize you guys aren't having an easy time either, I just felt really disheartened after getting yet another twister on my 6th gyarados... and he was 100% IV!
I'm not counting on having the absolute ideal best pokémon, I realize I won't get that snorlax, lapras, vaporeon, arcanine, exeggutor, blastoise, venusaur or high cp/ideal dragonite
right now I would be happy with a hydro pump gyarados (or a water gun+psychic 70%+ IV slowbro) and I just feel very unmotivated that after so many attempts I've failed to get that (I really struggle with letting go and just powering up a pokemon that's 20% weaker than it's potential)

I really really really want decent pokémon to fight at my closest gym from my 2 km eggs I've only gotten 1 bulbasaur, 1 squirtle, 0 charmander, 0 pikachu literally the only fire pokemon I have is my beginner 12 cp charmander the only grass pokemon I have is a bulbasaur, an oddish, and a bellsprout I (fortunately) live near water, so at least water pokemon spawn, including a lot of magikarp, poliwag, slowpoke, goldeen, psyduck, staryu
I've caught a grand total of 3 eevee's... which I read everywhere are supposed to be very common
(I'm a big min-maxer in any game I play btw)
So at least maybe I'd get a decent gyarados or something right? Wrong
I've evolved a gyarados 6 times by now (all 90%+ IV), 4 twisters and 2 bite + dragon pulse Today I evolved my 100% IV Magikarp, my first and only 100% IV pokémon, into a bite + twister I honestly felt like throwing my phone across my room...
I haven't caught a single psyduck with over 40% IV, not a single poliwag either, nor a slowpoke over 50% The 2 slowpokes from eggs (71% and 77%) got water gun + water pulse/ice beam
The only 2 decent pokémon (with the right movesets) are two poliwraths (80% and 83%) evolved after hatching
A few days ago, after a long long time chasing dratini candy, I finally evolved a dragonite from a 93% dratini, only to have steel wing and dragon claw... which hurt my min max mentality right in the gut I don't even have enough candy to power up him (only 800 CP) and I don't know if I even should...
If anyone bothered to read my rant, why should I even bother to keep playing right now? Just pray my 7th gyarados will finally have hydro pump?! I just want a couple more good pokémons for taking my gym (or other gyms if I ever happen to go to a city) other than my 2 poliwraths... what would my best option be to get another decent gym attacking pokémon?
100% magikarp evolves with bite and twister.. lol! Seriously though, I found a similar thing when i'm collecting my poliwags/slowpokes, none of them would go over like 60% IV and I have over 800 poliwag can and 400 slowpoke candy now. I think the area I find them in is considered a nest or something so Niantic prevents it from going above a certain IV, you need to find them in another place to have a good IV.
Anyway keep playing man, don't let some back luck get you down. I hatched a lapras with frost breath/blizzard (best move set) with 80%+ IV from a 10km egg and it made me so happy.
Also, don't power up pokemon with crappy movesets, you'll regret it later. Especially not dragonite. However, Niantic is still patching the game and movesets so who knows, maybe bite+twister will become the best moves?

For common pokes like that I keep an eye out for any high CP (max level for your level) one. When I have enough candy to evolve 2 I'll just take it (regardless of IV) and evolve it and there you go instant fighting pokemon. I figure if I can't find a high IV in the time it takes me to get enough candy for 2 evolutions it's exceedingly unlikely for me to find 2+ 90% IVs in the time it takes me to back the candy I spent on the evolution.
So sure yeah my Poliwrath is weak, but I can evolve a second one the second I find a good IV one and in the meantime I have a 1400CP Poliwrath (highest I could get at the time I evolved it) to battle with.

Haha that sounds worse, but keep playing on! Right after I caught a cp 47 dragonite both my 5km eggs hatched a poliwag and slowpoke with pretty good ivs which i evolved to pretty good movesets. Your luck will change sooner or later

Dear Pokemasters, is there a way to determine the CP of an evolved form from the CP of its non-evolved form? (e.g. 526 CP Drowzee -> ??? CP Hypno) Or is it just the higher the base CP, the higher the final CP? Does it depend on trainer level? Or IVs?

Higher base CP will turn into a higher final CP and it is fixed.
For example a magikarp evolving into a gya will be karp current CP x11.(150CP karp will turn into a 1650CP gya)

Found 2 Lapras' the past 2 workdays. One in the morning, one in the night one was ???, which I haven't seen since I was level 20 (27 now). Ended up being 2183 (63.3%)
