I can't seem to get the game to work either. I made my nexon account, clicked on some link in the email, and i'm pretty sure im now verified. I then downloaded the plug-in and after clicking the little "play" button on the plug in Kartrider popped up and downloaded, and then it downloaded another huge patch.
However, after all of the patching, i hit the little button which im assuming means start/or play....then it seems it tried to load/open up the game.
In the loading screen it says.. Init...ok Mount...ok Connect Gameserver...Ok Check Patchdata...ok Check Nexonid...ok and then when it says login... a little error box pops up that has a red circle with and X in the middle. I can't read what it says of course but when i hit "ok" it opens up a link to the nexon login screen on there website.
The game looks good and i wanted to play, but it's annoying setting up a game when you cant read anything. Someone help! I've never taken/uploaded a screenshot before but i could probably stream myself trying to login ect.

The problem is that without a verified KSSN, you are not allowed to play between 12AM and 6AM KST. This is because of the recent change to korean law that prevents people under the age of 16 from playing during those times. I assume this is the error you're getting. If you take a screenshot, or paste the error message I can confirm it.

I thought that might be the case, but wasn't sure because i tried last night as well and think i got the same error message at like 3am eastern. The restricted times for eastern would be 11am-5pm right? Yeah, it's past 5pm eastern now which is i think 6am KST, and it's still showing me the same error message

Can anyone read korean? I'm getting an error message and i cant read it.
I'll stream myself trying to log in, if someone could please help translate what the error message is saying/ ect.

In addition, for people who used to have KSSN on their Nexon USER ID.
they now require to use their NEXON EMAIL IDs to play Kartrider.
Edit: Using email IDs only apply to any players who no longer have a valid KSSN or for foreigners who do not have one. Expired KSSN are still usable for registering online games, but NOT KSSN that were renounced or reported stolen.
Once you have an EMAIL ID, you need to re-enter your KSSN to verify the account.
People who still use USER IDs are now required to change it to EMAIL IDs to play almost every NEXON game (Kartrider included), although some games like Maplestory are still exempt from following this rule.
Edit: Seems like this isn't even required for all USER ID users, unless you have an invalid KSSN.
If your KSSN expired before December 2011, you will no longer be able to verify your EMAIL ID.
Basically, it means Koreans who now have expired KSSNs will just have to follow the same rules as everyone else outside of Korea.
I am no longer able to play Kartrider because I have an expired KSSN and NEXON required me to change my USER ID into my EMAIL ID before playing Kartrider. 
P.S. However, you can still register for NEXON Korea without a KSSN, but NOT be able to play most games. :
Edit: Maplestory still works after the 10/8 patch. But Kartrider now requires a KSSN.

Hmm... My KSSN expired sometime in 2006, but NEXON never asked me to confirm my identity since then, until... I applied to renounce my Korean citizenship (a process called "국적이탈신고") just last year of March 2011 to avoid military conscription service (I'm a guy, so it is mandatory to serve). However, when I tried to log into Kartrider sometime in early January of this year using my USER ID, I was continuously redirected to a page where I was either forced to confirm my KSSN OR change my USER ID into an EMAIL ID.
I tried to avoid both options but when I started up Kartrider (tried both web and NexonPlug), NEXON blocked me from accessing the game with error popup windows on my desktop saying something like "we are unable to confirm your identity, please go to nexon.com to confirm it."
I ended up changing my USER ID into an EMAIL ID and now I use that to play Kartrider since then (until a few days ago, see my previous post).
P.S. Other games like Maplestory still work after that 10/8 patch, so I'm good for now.

I've heard that after the 18th you won't need a kssn to play any nexon korea games at all. I'm not sure if it's true or not, though.

In addition, seems like I can't play Maplestory anymore without a KSSN... You can still launch the game, but it does not allow you to login to a server>>>>automatic shutdown of game client with a message saying "verify your user ID".
You could say, further restrictions?
Korea is pretty slow to implement that 8.18 law... My Kart character is pretty much stuck with a rainbow glove and 10,000 unused cash until something hopeful comes along...
EDIT: Oh yeah, you should see this .pdf outlining the 8.18 communications law restricting (not "banned") the use of KSSN in online registrations...

Apparently, businesses are granted a six-month grace period to implement the changes. However, KSSN will be required online for anything financial or legal-related (online shopping, certain online games like "Sudden Attack" requiring age verification, virtual monetary transactions like cash shops, etc.).
Mmmpfh.. I wonder how long will it take for Nexon Korea to implement this...
EDIT #2: Nexon as of October 18, 2012 now allows the registration/verification of users with Alien Registration Numbers (Foreigners in Korea ONLY).
Even if NEXON were to remove the KSSN from registration, non-Koreans may most likely still find difficulties in purchasing virtual cash items or play certain games that have age restrictions.
