For example, you have to balance the amount of residents/business of each wealth type. (EDIT: After checking, there's this feature in SimCity 4 too). For example, if you bump up your city's value in all area to high wealth, then the low-mid tech industry won't have enough workforce to function because their workforce is primarily low to mid wealth. Or if you bump up the commercial zone to high wealth, then there would be no shoppers and will be forced to close down. But at the same time, high wealth resident/commercial would give you more tax than the low ones. So balancing out the wealth distribution according to your city's goal is kinda necessary. Another thing is the module expansion for the facilities give quite a bit of decisions. For example, adding more patrol car s to the police station is cheaper, and require less space than building a new one. However, the patrol car add the coverage radius more randomly than placing a new police station. So you might not have as much coverage as placing a new police station in the uncovered area. All in all, I'm really looking forward to play the full game and hope that with enough request, Maxis might add the larger map size for people with beefier PC's spec in the future.

It's just so big, with so many possibilities. And with the always on DRM and Origin....

I also don't like the zoning system as much. I preferred SC4's method of automatically creating roads to fill in zones, but that did occasionally create problems so I can see why Maxis changed it. The module system for facilities is something that I like very much. Since it's only in beta, I think that this is looking like it will be a good game. Maybe not something that I'd get immediately for full price, but if it ever goes on sale or the price drops then I will definitely buy it.

So it's kinda unfair to judge a new game against the older one + modding. Also, not every player knows that the modding scene exist too.

Skyrim + mods don't beat Morrowind + mods for the most part. And since this SimCity won't have mods anyway...

Not at launch, remember that Skyrim also didn't have mod tools at launch. Developers usually want to make sure their game is relatively stable to even think about modding. They haven't said they won't do mod at all. The opposite as they literally stated they're not stupid and know why SimCity 4 kept selling for such a long time.
