I used to use SuperbENB-RL, but it is no longer available on the Nexus, and the one I was using for a few days caused CTD's... You've got some really old unsupported mods on there. Hothtrooper's armor compilation became Immersive Armor and Immersive Weapons (two seperate mods) a long time ago. Better Quest Objectives conflicts with Falskaar supposedly, as does Guard Dialogue Overhaul. Warmer magic lights and Realistic Lighting may be conflicting, I haven't used WML as I find it redundant if you have a decent ENB. Armed to the Teeth and Dual Sheath Redux may conflict. The good news is it should be fairly easy to troubleshoot which mod is causing the problem by just turning off a couple at a time and then trying to load a game (just uncheck in your load order). Your latest save may be corrupted, this happens all the time unfortunately. So save often! I changed my autosave options so that it does so every 5 minutes. In addition to my quick save I always have a save that I can revert to.
hothtrooper44_ArmorCompilation was contained in the Immersive Armors archive. Falskaar is a new addition, I haven't even started it yet. I use WML mostly for the increased light radius, since I like very dark dungeons (most of the time a simple Night Vision spell is not enough). ATTT is gone though, since it sort of conflicts with Requiem's "no armor change in combat" feature, plus I spend 90% of the time in 1st person view so it does basically nothing.
Not really sure about what ENB to use though, all that I've tried lower my fps to the low 20ies.

Ah, you're going to struggle with an ENB with a 5850, that's the same card I used to run with. When I had that I opted for RCRN rather than a straight ENB. Name of the program is "realistic colors and real nights" and it is much less performance hungry.
You may also want to cut down on your resolution to a 1680x1050 or something along those lines. The gameplay will become much more enjoyable, especially in combat.

Should I turn off this other shader thing?
I don't like anything that makes the nights too dark

No; turn off SSA and Depth of Field and you get an easy 15-30 frames increase. Depth of Field is mostly annoying anyways and isn't done right by ENB, and the SSAO is very inefficient because of the way it's applied to shadows in Skyrim (and how many shadows Skyrim draws).
Most ENBs mess around with some of the lighting, shaders, and a few different other things. The two things that kill frames in ENB are SSAO and Depth of Field, neither which are necessary to get better visuals from ENB. Disable AA and you can also get another 10 frames or so depending on how high you had it. Turn down some filtering and you can even get more frames, while still maintaining some benefits.

If you use nightvision spell's than you won't want an ENB, as most disable the nightvision effect - they do however make torch use look fantastic.
As I said earlier, lowering the resolution a little bit and using an ENB will still be a massive improvement over 1920x1080 without an ENB. It's your call though, you may want to check out RCRN as well
ATTK Powerloader also usually improves framerate by 5 or so, the shareware version for Skyrim is free. ATTK Power Loader

Does anyone know if the Portal mod conflicts with any other mods? It crashes my game when I get near, it didn't before and I haven't chnaged anything besides removing a ENB

The S.T.E.P. guide to modding / using an ENB is really fucking extensive. Like wow. Glad I checked out this thread and saw that you could use an ENB just by dropping the right file from ENBSeries and downloading it similar to a normal mod. The S.T.E.P. wiki guide is totally min/maxing. Which is great and all, a good resource. But man, I just wanted to try Skyrim out on a new rig with some nicer stuff I couldn't use before and it was so overwhelming it knocked me outta my chair.

Agreed, every time a new ENB came out I would go "oh cool I'm going to give this a try!" Then I would read the STEP guide and just alt f4, cbf.
Ty to whoever on this thread gave a quick guide on how to get ENB running without all the bs.

Anyone more experienced recommend an ENB that would give me good performance (capped at 60 FPS) with an i5, 16 gigs of RAM, and a GTX 660 Ti?
I'm getting the 660Ti soon (built with an older card temporarily). I moreso want to get a different, more cinematic look from an ENB rather than a massive quality upgrade. I've tried SkyRealism [Cinematic] and RealVision, and they both seem great. I'm just hovering in the 20-40fps range with my current card. My preference is for quantity over quality when it comes to frames. Will either or both of these cap with the 660? Or will I still need to aim to use an ENB that's designed with performance in mind?

I have a GTX 660ti, and I got 30-45 FPS on whiterun with SkyRealism ENB
EDIT: and I5 3570k

Interesting. That's the same CPU I'm running now, but I'm getting similar numbers using a 560 Ti that's about 2 yrs old now.... Well, 30-45 is unfair, but consistently 30 (in Whiterun) in "busy" directions, never dropping below 25ish and only that low for brief moments. It'd be a shame if I didn't get much more out of a brand new 660 Ti!
Do you have any other graphical mods that would cause increased strain? Besides 2K textures and Climates of Tamriel I assume?
Also, while I'm at it... Most ENB's come with an enblocal.ini file, but what if I want to use this?: http://skyrim.nexusmods.com/mods/38649 Do I overwrite the one that actually came with the ENB I'm using?

torte de lini if u wanna play with enb with that kind of setup u should take a look at the performance version of realvision enb with climates of tamriel and realistic lighting overhaul i think its now version 2.2a (enb 200) it has some nice performance improvements (since enb 198) and u need to take a look at the enblocal.ini for the memory settings to set it for yourself.
besides that a few enbs currently out with good performance, miles ahead of the old enbs such as sharpshooter cuz boris (the developer of enb) had some breakthrou with stuff.
other enbs that are good and not that performance heavy are hrk enb (released recently) and E enb (currently using myself)
options that could be tweaked in your enb files in enbeffect.ini is stuff like ssao and dof, both turned off can improve fps drastically.
for less stuttering with enbs it is adviced to set a fps limit value. for example i can run enbs at like 45 / 60 fps depending on location but it feels stuttery, with fps limit value set to 33 it has stable fps and runs smoothly without stuttering.
If nothing helps and ENB still has bad fps for u its not the end of the world, there is a solution for that, u will lack godrays from enb as i ve not seen it anywhere being available without enb but anything else u can get for way less performance hit for nearly the same quality (well...) so if anything with enb goes badly take a look at
Ultimate Lighting Overhaul http://skyrim.nexusmods.com/mods/37846/?tab=1&navtag=/ajax/moddescription/?id=37846&preview=&pUp=1 dynavision for the depth of field effect without a noticable performance hit http://skyrim.nexusmods.com/mods/12525//? imaginator for getting the colours vibrant as in any enb http://skyrim.nexusmods.com/mods/13049//? and then u ve to look at stuff like dramatic clouds, better nebula etc to get the sky and stuff going, also take a look at skyrimgems.com and use BOSS for loading order
