So I just stumbled upon this mod called "Civil War Overhaul" that apparently changes like everything about the civil war using resources that the developers actually added to the game but then abandoned. It looks pretty awesome, but has anyone here tried it?

I just managed to get through the buggy part. From the author:
+ Show Spoiler +There is a 15% chance that Message To Whiterun will fail and the main whiterun siege may be messed up, breaking the civil war permanently.
EXPERIMENTAL WORKAROUND:
IF YOU ARE ALREADY SCREWED type 'setstage cwsiege 1' into your console. Load to an earlier save until that command does nothing. Then reload to that save so that command doesn't hold over, and type 'set cwocurrenthold to 0'. You can also just start a new game and type in 'set cwocurrenthold to 0'. Then during the Message To Whiterun, when you enter dragonsreach to give balgruuf the axe, type 'set cwocurrenthold to 4'.
IF YOU ARE STARTING A NEW GAME Type 'set cwocurrenthold to 0' as soon as you start the game. Then during the Message To Whiterun, when you enter dragonsreach to give balgruuf the axe, type 'set cwocurrenthold to 4'.
You may see a DisplayHoldObjective() Error pop up every once in a while if you do this. Under the circumstances it is harmless.
Personally I had all faction-based NPCs go hostile to me (as the mod intends), but in Windhelm as I sided with the Empire. That means I couldn't + Show Spoiler +Deliver Beluuf's axe at all as Ulfric was hostile to me.
So here's what I did to "fix" it:
+ Show Spoiler + Once you know that the NPCs in Windhelm are hostile, try to use the console command "setstage cwsiege 1". If it works, complete the siege quest then use the command "resetquest CW03" to complete the delivery quest after.
Of course, I probably could have just use the resetquest command and continued from there.
Now that is over, I will start playing the actual meat of the mod.

Hey, I wanted to share what mods I'm using and why I use them. If you're looking for mod recommendations, here they are:
Essential Mods (get these!)
Unofficial Skyrim Patch (bug fixes) - Even if you don't want to install mods, you should get this one. It fixes several bugs in the game that Bethesda has not taken care of. There's no reason not to get it.
Unofficial Dawnguard Patch (bug fixes) - Like the Unofficial Skyrim Patch. If you have Dawnguard, get this.
Unofficial Hearthfire Patch (bug fixes) - Like the Unofficial Skyrim Patch. If you have Hearthfire, get this.
Unofficial Dragonborn Patch (bug fixes) - Like the Unofficial Skyrim Patch. If you have Dragonborn, get this.
SkyUI (UI improvement) - Many people would consider this mod essential because it greatly improves Skyrim's menu system. One of Skyrim's biggest criticisms is its poor menu UI for PC, and this mod fixes it. You want this.
Highly Recommended Mods (you probably want these)
Immersive Armors (added content) - This mod adds many new armors into the world that fit well into the game's atmosphere.
Immersive Weapons (added content) - Similar to Immersive Armors, adds tons of new lore-friendly weapons to the world, increasing gameplay variety.
Apocalypse Spell Package (added content) - Adds over 100 new spells to the game. These spells are balanced to make sure your game isn't broken with overpowered magic.
Monster Mod (added content) - Adds several new monsters into the world for you to fight. In the past, this mod was taken down due to the mod dev stealing other people's work, but it has now been brought back with the stolen files removed. Get it if you want more things to fight.
With the above mods, You now have new weapons, armor, and spells, and a whole range of new enemies to use them on.
Immersive HUD (UI improvement) - Lets you alter the UI in a number of helpful ways, such as toggling the compass and quest markers, hiding the crosshair when it's not needed, and hiding the health, magicka, and stamina bars sooner.
Categorized Favorites Menu (UI improvement) - Makes your Favorites menu much more accessible by organizing it into categories. This encourages you to add more things to your favorites menu, which makes the game easier and more fun to play.
Alternate Start - Live Another Life (gameplay change) - Adds several different starting scenarios for the beginning of your game. Most importantly, this mod lets you bypass the lengthy Helgen cinematic at the beginning of the game, letting you get into the actual gameplay much faster.
Skyrim HD (graphical improvement) - Improves the textures in the game to use 2K textures. Use if you want a more detailed Skyrim (Note - This looks better than Bethesda's HD DLC).
Static Mesh Improvement Mod (graphical improvement) - Improves many of the meshes in the game. If you don't know the difference between a mesh and a texture, a mesh is like the 3D model for something and a texture is the picture that goes on the sides of the model. This mod improves the 3D models of objects and Skyrim HD improves the pictures on the sides of the objects. In any case, you want both.
Climates of Tamriel (atmospheric improvement) - Enhances the weather and lighting of the game. Adds many more weather conditions, makes thunder amazing, can make caves and nights darker, etc,
Recommended Mods (for more specific interests)
Deadly Dragons (added content) - Adds more dragon types to the world and makes dragon encounters more challenging. Get this if you want dragons to be creatures to be feared.
Winter Is Coming - Cloaks (added content) - Skyrim seems like it should have cloaks, and this mod brings them to the world (as well as matching hoods). Especially useful if you are using Frostfall because cloaks help keep you warm. This mod also enhances Wet and Cold
The Dance of Death (added content) - Adds new killmove animations to the game and allows you to change the settings for killmoves. You can disable them or make them occur for every kill, make only first-person or third-person killmoves happen, and a lot more.
Glowing Ore Veins (UI improvement) - Makes ore veins much more visible. I didn't realize how much ore I was actually bypassing until I installed this mod. If you're going to mine ore, you want this.
Ultimate Follower Overhaul (UI improvement) - Expands the options you have with your followers. You can make them do more things, set them as essential or mortal (permanent death), have 15 followers at once, and more.
Skyrim Redone (gameplay improvement) - Overhauls several areas of the game, including racial advantages, skills and perks, combat, enemy scaling, AI, and so much more. Get this if you want a drastically different (and in my opinion, improved) Skyrim experience.
Skyrim Community Uncapper (gameplay improvement) - Needed for Skyrim Redone. If you're going to use that mod, get this as well.
Frostfall (gameplay improvement) - Changes the game into one of survival. Cold can kill you, are at least hinder you significantly, so stay warm to survive. Build fires, make camp during blizzards, and be sure to wear warm, protective clothing. Perfect for people who want a realistic winter survival experience.
W.A.T.E.R. (graphical improvement) - Improves the look of rivers, lakes, rain, and all water-related things.
A Quality World Map (graphical improvement) - Makes the world map look much better. Even adds all the roads!
High Quality 3D Map (graphical improvement) - The previous mod uses the this mod's Hi-Res 3D meshes. Get this to use A Quality World Map to its fullest potential.
Enhanced Blood Textures (graphical improvement) - Adds better-looking (and more) blood to the game for a bloodier experience.
Wet and Cold (atmospheric improvement) - Adds dynamic wet and cold effects to the game. For example, after getting wet, water will drip off you, NPC wear rain/cold gear in the rain/blizzard and try to get indoors, you can see your breath in cold regions, and more.
Essential Tools (get these!)
Skyrim Script Extender (mod functionality) - Many of the mods in this list require the Skyrim Script Extender in order to work. I didn't specify which ones because you should just install this and be covered for all mods.
Recommended Tools (you should get these too)
Wrye Bash (mod manager) - To install all of these mods, I recommend using Wrye Bash. It ensures that the mods are loaded in the correct order and that they play nice using a bashed patch. It's a little complicated to new users, but the learning curve will pay off.
BOSS (load order manager) - You want this to make sure that your mods are loaded in the correct order, and to check if there are any potential conflicts between your mods. You can run this within Wrye Bash, so get both.

The above list is very good compilation of mods that will make your Skyrim experience better. I ended up with a very similar list when I was hunting for good mods.

I've never been able to get Climates of Tamriel or Monster Mod working 
Any special steps needed to get CoT working that aren't written in the description? I made the little config change for ATI cards, but the mod still acts exactly as before - doesn't show up ingame and crashes the game in 30-40 minutes of play.

Hey guys, I'm back with my new computer and am really trying to push some graphical power on this game. I've got a list of mods, but I think some clash and BOSS doesn't seem to detect it. When I try in-game, it looks like the AA is beyond over-done.
I also get the error about running Skyproc patcher and even though I installed Java and tried to run it for Dual-Sheath mod; it still doesn't work.
If I put in an ENB, do I need all these HD textures? Secondly, Dual Sheath Redux doesn't seem to work Also, what's the best windowed-mode mod that works when you launch SKSE?

Many ENB effects make it hard to make out the details of HD textures so it seems counterproductive to run both. For my system, running HD textures gives me the same performance hit of most ENBs ~10-15 FPS dips so I went with the latter instead. Mind you I'm running a tweaked performance ENB w/o DOF, but it's good enough for me.

Also, if you really want something visually jaw-dropping, you can even go with Somber ENB. That drops me down to an unplayable 15-25 fps, but it looks amazing!

So I'm really not worried about pushing this game's limits in terms of graphical textures.

Agreed, I'm looking for something similar with less blur and less gammafication or whatever lol. I just really want to maximize graphical look, and then some of the other cool stuff I added in the list above :D

Your specs are so good so I'm sure it'll still be playable for you!
Ultimately, the best option IMO is to just go with a preset you mostly like and tweak around it. In my experience, nearly every ENB was overdoing it with contrast/shadows to the point of making me blind. Taking off effects here and there also improved my performance so I'm able to play at 40-60 fps. I just did some slider adjustments on ENB Customizer and the Imaginator mod (the latter is really easy to use) so it was really simple, although time consuming.
Can't really comment on Duel Sheath though as I don't run it.

I'll try Somber. Should I remove the other HD things (like HD urns, jugs, etc.) or what should I not worry about in regards to it then.
I like landscape beauty, but when things are closer; I also like that and sometimes it blurs out if my reticle is not focusing directly on it.

Just my opinion, but DOF makes HD things even more useless as a bunch of textures you'd be using are blurred out anyhow. Unless you spend a significant amount of time staring at those things, it's rather hard to notice in real-time.
Sharpshooters is also another good higher-end ENB if you want more vibrant colors.
