He stated he could not trust any of his Ops/Mods except her so he decided to pay her a small monthly salary and have her control/run/regulate the "mod team" for his channel. i do not think he was paying any other MOD except his #1 head mod but i wasn't paying close enough attention to the silliness to know for sure.
i'm pretty sure several twitch channel broadcasters pay their #1 admin/production person at least some cash. they probably don't discuss it constantly because they don't want to piss off the lower tier admins/mods/production people

You make some valid points, however if you think even for a remote second that Avilo doesn't get sniped for the vast majority of his games you are delusional.
Yes, he throws wood on the fire just like any other streamer who accuses people of stream cheating or map hacking, it doesn't change the fact that it does happen and if the game developers of SC2 acted anything like any other gaming company on twitch action would be taken and you would soon realize that he isn't just making accusation about stream cheating or map hacking.

Depends on the person, the actual stream didn't constitute harassment imo and was just entertaining watching someone break down live, separate from worrying about his mental fortitude. Definitely stream content that'll hold viewers not everyone is born into this world with a serious face, some people truly don't give a fuck and just soak up the entertainment value.
Also from what it seems, the behind the scenes interaction seems pretty sketch for that poor girl lmao though her claiming to be scared for her safety or something seems a bit of a stretch and she needs to zip back to reality for a sec and just strongly drop the law on him instead of saying "I love you" or whatever here and there, seems super weird.
Someone needs to council Avilo on male-female interactions, normally being yourself is the best advice but for him I think that could be the crux of the issue XD. Doubt he'll seek professional help but who knows maybe he will, but I also doubt a professional could aid in this area because they generally don't help anything other than how to deal with daily life and work and shit that won't get you laid. He should just message someone he knows in private that has femaled a female or two and see if they'd help.
I can see why people are annoyed or disturbed by the constant drama, especially if it takes serious forms and involves real-life concerns or harrassment. And I know there are many people who dislike avilo's streaming persona and consider it good news if he is beaten in a game or banned from some platform. You could argue that he deserves it on some grounds and taking a break from the whole thing may even turn out to be a good thing for him. Some also say it's good for the game if the 'toxic person' is gone. As a fan of SC2 I actually think it helps the game/scene/community quite a bit if there are controversial or even antagonistic people around. That's just more interesting and spices things up, like the Nation Wars drama did when people voted for avilo to play. Idra filled that role, too. I don't know if he put on a show for the audience or if he just authentically wanted to be a bit of a ... person towards pretty much everybody but it sure fueled the viewers' interest and caught their attention.
But at an individual level, can we please all remember that avilo is just a person who has feelings? I'm just asking for some civility. Everybody has their shortcomings and insecurities; it doesn't help if you make some of yours public and then feel cornered by everybody. Even if it is fully or partly your own fault for making it so, it's still a tough spot to be in. Image being in his position: Getting a ton of hateful messages from complete strangers, having parts of your private life laid open on twitch of all places (where you would even get ridiculed if you had just cured cancer), being banned from various platforms, feeling like all the fingers in your community are pointing at you. That must sting pretty hard. And everybody in that kind of position naturally feels vulnerable and maybe lashes out all around them. People in that situation should be treated with *more* care instead of less.
And you don't have to become a fan of his to not be a bully. People should have compassion both ways. Of course it's crossing a major line if there's serious real-life stuff involved as with stalking, illegal recording, and threats. That is not a joke and must be taken seriously. It's just also not a joke when you have some several hundred hostile people spam insults and accusations at you every day who publicly share and discuss video footage of your personal low points. Isn't that a kind of harrassment, too? I sure wouldn't particularly enjoy that happen to me. Who knows what kind of stupid shit I might end up saying or doing, especially if I feel like the whole community is watching my every move and has this or that expecation of me. Now, I don't know what his personal situation is really like and I don't want to assume because it's none of our business! But just imagine going through all that IF you already struggle in other walks of life on top of it all. Must be really hard to keep your cool then. I just hope avilo can catch himself. Maybe shrug off the haters (there's always those) and remember that he has a ton of fans and supporters. Avilo has definitely wound up in a vicious cycle where his actions bring more and more hate which in turn makes him behave even worse. At this point the only way out for him is to let it all go, walk away and begin again with something else in life. Which might be possible with help from those who truly know him.
The only other constructive intervention actually possible would be that Twitch ban him once and for all - that may sound like punishment, but continuing streaming really only puts Avilo deeper and deeper in the shit. This has to be obvious for anyone who's been following him over the past few years.
Regardless of outer influence and stress from constant troll attacks etc., he actually is committing serious acts of harassment which will only make things worse for himself. During his last stream he even played private voice mail from Atira and screen captured vid from his Discord conversations with her, live in front of hundreds of viewers. No matter how sorry we should be feeling for him, that shit will still be completely unacceptable, and continues to hurt other people.
He needs to first of all get off Twitch, and leave his position as a public person within the gaming community. Then he can address reconstructing his life. Currently there's just too much inertia from his past years as a "controversial" person, I don't see him overcoming that in any other way.
He's certainly not the only one who bears blame in this situation becoming what it is. But as long as he himself doesn't acknowledge the mistakes he actually has made, and forgives himself as well as asks the forgiveness of those he's damaged, he will never break free from this endless cycle of paranoia and self-centredness. Us having pity on him will do part of the job. But the main effort will have to come from himself.

In first place, I don't know how the fuck can anyone see his stream as something funny or entertaining... Having said that, he is not a victim of anything but himself, he has been asking for it for years and he deserves whatever happens to him. It's a pity that those mentally 13yo you mentioned don't receive their punishment too.
Twitch has to ban him for life... That way he might find a way back into society. With a proper job. A place of his own. Maybe even a gf some day (assuming he will be able to develop the social skills required).
