Skimming half-finished sentences is not what I would call reading. There are some exceptions of course but most manga are like that...

A good manga uses its panels and art to tell the story more so than text.

Most of it might be due to bad translations though. I never noticed this kind of stuff in european comics like asterix & obelix etc. Bad translations are definitely an issue but the (relatively) small text bubbles are probably also a big pain since one small japanese symbol could take up half a text bubble when translated to english. I can't remember why though. I read a bit further. Maybe because it's only teasing all the time with both being on the offense at multiple points but the other one is denying it for some stupid reason? :D The plot is also quite bad, lol.

I think he's more a straight novel writer (light or otherwise) that prefers to use language jokes, puns, and such. Then again, he may have the courage to put walls of text in manga. I could be wrong.

Writing a novel would just make the flaws even more apparent.

And I guess more importantly, GITS as a franchise deals in hard sci-fi that needs to be explained and can't be visualized, and also on the whole knows when to shut up and let the visuals speak for themselves. As much as that series is known for that massive walls of jargon and philosophical, it's also known for the long, extended visual scenes.

It's not like nisio drew medaka box anyways. As far as I'm concerned, he isn't really a manga author at all.

+ Show Spoiler + ahhh, I see they are starting the anime original arc after the time skip which is nice. And lol Sae is pretty cute. Really smart as well. I wonder what she is going to do this arc. I believe this arc will only be for 8 episodes so I'm expecting Sae to be gone by the end
