Depends on how you define it. There is only 1 active hokage, but hokage is permanent title and only is given up with death.

So if you want to make a comparison, it should be to military ranks like colonel or general. When they retire, they retain the rank they attained. They continue to be honored with that rank but they are not active.


Unless I hear excess stupidity after this that deserves a beat down, I am done with this discussion since it is so minor/unimportant.
