Navi hasnt been a tier 1 since... begining 2014 i would say, they were pretty good throught all of 2013
as of now VP its the only tier 1 team, Empire was very good prior to TI5, sadly its empire and they sucked ass (considering some people got them top 3 lmao)

Kudes is a designated standin for navi, according to their liquipedia.
I don't know how the standin system works for these majors, etc or how many people you can have sidelined, but I imagine you need to have an official sub in order to take anyone in case something happens.
