As strong as Naga is, in my opinion she kinda fucks up your lanes a bit since you need to have a second carry. Naga can really only go safe lane, so you need a hero that 1) can carry and 2) can handle either the off-lane or mid.
Of course, all bets are off if you get the crazy sleep-combos set up in your team. Generally though Naga is best with a hero that can really, really take advantage of those powerful setups.

You have to have played the game to appreciate some of these plays that are gaining the big advantages and it might seem to you that there was no way back in them but there definitely was if they made a mistake and let the other team back in. It does happen a lot but the level of play here is so high they just are not letting an advantage go.

Chinese teams have played 4+Naga just fine--the only thing is 1) they don't have an answer to Puppey's ability to counter 4+Naga, and 2) everyone is all over LGD's Naga+X 2-core strategy.
