Na'Vi's current form is top 3 EU at best, top 5 at worst. Their performance in Chinese leagues ought to be no better than top 3. Of course, 6.78 is new and there's still time for scene adjustments, but I have a feeling Dota 2's release is going to bring in another round of new changes before TI 3.
Particularly when it comes to Hao and Mu, Tongfu tends to have very "signature hero" driven drafts. They typically draft those 2 players into their comfort zone and then have a little bit more flexibility picking for KingJ, Banana, and Sansheng. But by and large, you don't see any major surprises--the times where they play something new/unexpected is still usually bringing in a comfort hero for Hao or Mu that has come into the limelight that version like Hao's Spectre.

Even putting TC into Captain's Mode would be a big enough change to shake things up a lot. Particularly since TC in particular is a hero that changes how people draft around it because of how well he plays with and against certain heroes.

I am not giving an excuse for TF (I've never seen Naix dying to Puck solo twice before), and you should look at things in a long run when you are measuring comparative power between the top teams.
I'm still pretty sure the big teams are just adjusting things, and trying new stuff before TI3, hence that's probably why they are playing poorly. And then in august we will see LGD, IG, and hopefully Navi in the top 4 of TI3.
