It's abusable only in exactly the situation that Na'Vi was in.
They weren't going to 5v5 even with a good hook initiation.
They were putting all farm onto a single hero.
They couldn't control the map.
Which basically meant Dendi would not lose anything from constantly trying fountain-hooks.

TF had plenty of time to buff the mobility and chasing potential of their team. they didn't do it.
