I dont think blocking your hard camp is the way to go on either side. Thats not what makes him strong. What makes him strong is the new W which makes him incredibly hard to take down on early levels. If he can get to ~lvl 5 hes pretty much unkillable for a duo lane and maybe very hard to kill for trilanes too. And when he gets 6 he can solo kills lots of stuff with W+R.
As for how to deal with him. If you have any kill potential at all, try to kill him on early levels. Once he starts to get levels into W he's becoming way way way harder to kill. Some Dooms autoskill Devour lvl 1, which makes him very killable. Even if they skill W, you might have a chance on lvl 1 or 2. However if you dont have any kill potential (which is often the case with pub duo safelanes), play defensive and just try to pull and farm. Way too many duo lanes try to go aggro on Doom and then Doom hits W, turns around and kills them. God the amount of 1v2 kills I've seen this patch..... The better way is likely to push the lane and stack and pull so he cant contest the pull. At the very least you'll be denying him exp that way. If the pull camp is blocked, sucks to be you, prepare for Doom to have a great lane.
Later in the game healing is the way to go. Any healing helps really. I like Abaddon because it forces Doom to either Doom a support (which is a win in itself) or that support will keep the doomed target alive. Other healers like Dazzle, Omni, etc are good too although they dont have Abas single target healing. Another great option is Juggs healing ward. Other options also include Chen sendback and Wisp relocate to base. Theres probably more good options.
If you dont have anything particular like that available, be prepared to fight 4v5 many fights. Its not impossible, many heroes can fight ok even Doomed or you can disengage and wait for Doom to end. But it certainly makes it harder.

if a hero is euls up (by an enemy euls) and on 1hp for argument sake, is there a timing where u can heal that hero when he lands (with a click spell like omni heal stolen by rubick etc something) before he dies

note that rubick stolen spells have a 0.1s cast speed not 0. It feels fast as fuck but it's definitely too slow
mek or bkb on the cycloned hero might work on account of items going off truly instantly when u land (like BKB in icepath etc).

can't you heal the person mid air and have it still affect them?

u generally cant target invulnerable units (there are exceptions like diffusal on cyclone)

correct, but what about mek and heals that can reach a unit that's not targeted. for example, dazzle's heal prioritizes heroes. will it still reach heroes affected by cyclone?

When exactly does invokers alacrity buff come in effect? As in, if i cast it as the projectile is flying will the hit have added dmg or does the buff have to be applied before the attack?

It has to be applied before the attack

Centaur Warrunner's ult is 60% dmg reduction with aghs.
How do they interact? Is it like evasion with diminishing returns?

i think damage reduction of that kind is actually additive
so stirahgt up 100% damage reduction

I wonder how that would interact with Abaddon ult. Would he not get healed since he's not taking damage?

Abaddon's ult heals based on damage after reductions, but before other abilities that prevent damage outright like Aphotic Shield.
So no, Abaddon would not get healed from damage that had 100% reduction.

I honestly have no idea, none. What do you do in lane, how do you put your supports even close to him, what helps against him in teamfights, who counters him, I have no idea how to do anything against him help
