hi..im new sc2 fan and i got hooked on watching the game
i like all of the eu na pros that stream and i watched dreamhack NA recently and really loved and impressed by how exciting and entertaining players like astrea are
i wanna know who are the best players are outside of korea because im not that interested in korean players and prefer foreigners because their personalities are so entertaining and fun to watch so i wanna cheer for them
all i know is astrea and heromarine, are they among the best?
Astrea and Heromarine are really, really good. But foreigners are currently heavily outclassed by Serral and to some extent as well by Reynor, who is doing exceptionally well. I would just follow upcoming major tournaments like Dreamhacks. You'll always know whether someone is a Korean or a foreigner and you can immediatly tell who's a good pro and who is even a level above. Enjoy your new found hobby! Many of us are here for years now, so you're in for a potential long term commitment. :D

My list of best EU players would be consisted of :
Hot prospects : souleer, garitos, kiyj. Also, Bly, SortOf and Stephano are really good with chance that former best EU pro Stephano make comeback if he is active. I probably forgot someone but scene is active and there are many good players we dont even know. Like, guy named Battle, german terran made impressive run in 3rd qualifier, almost qualifying.
I dont know much about NA scene, someone will do it better then me for sure.

Serral and Reynor are the best foreigners by quite a big margin. And then you have the 2nd tier foreigners but still very, very good like Heromarine, Clem, Showtime, Special, Astrea, Neeb...
ESL has weekly cups on 3 servers. Astrea did really well on the Korean server the first months, so you thinking Astrea is good isn't surprising. On the other hand, Heromarine was the overlord of ESL open Europe for a while (Serral didn't compete).
There are a lot of players at the top. This year has been more even than most. Serral is not expected to win EVERY tournament. Reynor is losing to more players than Serral and Koreans. Newer players are performing really well (Astrea and Clem being 2 examples). Veteran players have had some hot streaks. Exciting times for fans of non-Koreans.
For foreign protoss players I just want to chip and say that in my opinion Astrea, Showtime and Mana are really ahead of the pack.
Clem , Heromarine and uThermal seems equally a bit sharper than other foreigner terrans.
For zerg there is basically only Serral and Reynor, there are many others very good players but they are all clearly below the two previously mentioned.
Foreign sc2 is in a really great place right now, hope you will enjoy your time with the game!
Die Mauer (the wall) aka Showtime, because when you hit it, you get hurt and when it falls down on you, you get hurt. You can only loose agaist a Mauer.
Welcome to the fold man. Pretty comprehensive responses from others already, although I wouldn’t discount the Koreans either. Parting is one player who is rather entertaining and streams a lot for foreign audiences while being an extremely high level player too.
While Serral and Reynor are pretty clearly the best foreign players, HeroMarine is actually pretty close I think. Time and time again he shows how consistent he is, and despite my bias towards Clem, Heromarine tends to have better overall results and has better head to head results as well. I also think he even has pretty close head to head results vs reynor, too.

We also have ptitdrogo randomly appearing in top form every year or so and potentially being the best foreign protoss. Then generally immediately dropping off the face of the earth a month or so later.

Drogo is like Rogue with lower peaks, instead of winning GSL or Kato, he gets a top 4 in DH EU
HeroMarine is the top dog of ESL pro cups, in which the 2 best foreigners don’t participate much, if at all. These two best foreigner players, Serral and Reynor, are heads and shoulders ahead of the other foreigners, although still mortal, and are toe to toe with the best Korean players. Astrea is a very good NA Protoss player that went and trained in Korea for some time iirc. His results in War Chest Team League are a bit inflated by having the best ping advantage against every opponent iirc, and he has less experience than Neeb, another NA Protoss player, who was the best foreigner in 2017 and stayed top 2 or top 3 foreign Protoss ever since (and probably between top 3 and top 8 among foreigners). Clem is a very promising young French terran, probably more skilled than HeroMarine (according to HM) at the moment, but with less experience so his performances have more variance.
Overall the aligulac list is good, but does not really take into account (afaik) the stakes of the games played, so the EPT points list is probably more accurate to gauge the foreigners, even though the sample size is still a bit low.
