its just i used to be casual league of legends fan and i stop watching it in 2017 and i don't like 1-2 country dominate the game it make it so boring to watch when i have no one cheer for, especially home town players and teams

Reynor and Serral are the 2 best foreigners right now by far. To the point where I (saying this with complete and utter bias) think that if either of them were to be flown to Korea right now they'd win a GSL. Clem and HeRoMaRinE are still incredibly good, and ShoWTimE is also definitely up there for EU scene. MaxPax is a name to watch out for, now and in the future, as he just turned 16 and he's also 6.8k MMR. In the NA scene, which I'm not as involved in but still now a bit, Astrea's been making a big splash and Future isn't somebody to forget either. PiLiPiLi also just managed to win a ESL America's cup and he seems somebody to watch out for. Nina is in good form as well.
As for streamers, Gabe (HeRoMaRinE) streams almost daily, and Lambo, Harstem, uThermal, Elazer, and ShoWTimE stream pretty regularly as well. I heavily recommend to check out Harstem's youtube channel if you haven't already, and uThermal also posts really informative guides.
Really almost everybody in the sc2 scene right now is a likable personality, whether you're foreign or Korean. PartinG's streams are absolutely hilarious, and TY and RagnaroK have youtube channels that have english subtitles for some of their videos.

Zerg :

Hot prospects : souleer, garitos, kiyj. Also, Bly, SortOf and Stephano are really good with chance that former best EU pro Stephano make comeback if he is active.
This is a pretty good list of the best European players atm. Of course Serral is still better than Raynor, but otherwise accurate . Like others have said, Serral and Raynor are above rest but especially HeroMarine and Clem are giving them a good fight whenever they meet up.
What goes to American scene, it has been mostly all about Neeb, Special and Scarlett, who have been able to perform well in tournaments. There are rising talents there for sure like Astrea, but others can open that scene better than me. Generally the American scene is sadly lot smaller and not that competitive compared to Europe.
From Asia we have few names who show up; Chinese player Time has been somewhat a rising star for few years now. He has still room for improvement and when he has a good day he can compete with the best. Pretty inconsistent though. Then there is a legend from Taiwan called Has. His only "tactic" is cheesing, but it can many times bring you very entertaining games. Its very hit or miss though.
Welcome to the Sc2 scene ! Its a very fun esport to follow and cheer to.
