Apm is very important and strategy too.
Ppl who like to say apm means nothing are idiots : they talk about some 1 or 2 well known "gosus" who have low apm but they are just the exceptions who confirms the rule.I would even say they like to say this to sattisfy their ego , saying apm is nothing is like saying this game is only based on your strategy, your choices , your brain , that's it : your intelligence. Unconsciously or not they believe : skill at bw = Iq.
At least 90% of C+ minimum PGT players will need 140 apm (MINIMUM),especially T users, to reach their ranks . Oh yeah sure u can do 200 apm and be very weak ,but,
--> a high apm is the basic condition to be in the top players anyways.
Every one here can do his own statistics and they will be very near :
How many progamers NOWADAYS less than 150 apm? ( i would say absolutely 0%)
Same question for top europeans players ( i would say less than 10%)
I'm lazy and quite low apm (120) and I' m sure about what I talk ,sometimes when I really want to i make such an effort (lol) and I can do maximum 160 (which is still quite slow agree) and then I'm really stronger : I just can' t lie to myself !
Sure if you do 300 apm 5% hotkey and 98 % selecting a scv it's useless but nearly every one nowadays can undertsand that faking apm is stupid and nearly everyone try to make usefuls "apms".

Apm is the sustent for the strategy. The more units u can command in the minimum time, the more chances u have to be succed on your strategy. Apm is an improvement for Strat. At least, that is how i see it. They are complementary.

That is a good point. The first time i saw boxer, grrrrrr, yellow, etc.. a few years ago, i was shocked to see them play. They looked just like epileptic ppl, the mouse frenzy was freaking awesome, but there was almost no use on selecting the same unit about 20 times in 3 secs (Particularily if is a worker that is minning). I've read a lot about some gosus hell-like Apm, but when i see live videos from theyr Apm, almost the 40% comes from Mouse spam =/. I belive that the term that must be used is "Multi Tasking" instead of Apm.
Anyway, back to the post.
I used to play games where u have to hit a certain key on the keyboard in a time lapse, so u would get used to the key positions, and hand movement across the keyboard.
Then i got used to acurracy with the mouse, so u can quickly pick any unit on the map. Some UMS on bnet are really good to improve accuracy.

How to improve APM (serious answer)
So over a summer i wanted to get faster and literally the ONLY way to do that is to FORCE yourself to play more quickly. Honestly, i highly recommend spamming hotkeys in mid/late game. For, although it is useless, it will help your brain get in the mindset of always needing to be doing something. Also, try to make boxes as fast as you can (ie WHIP your mouse baby) and also try to do little things very quickly in general. ie worker finishes at expansion and when you go there, try to select him and click on the minerals like ASAP.
The biggest factor which will cause you to play faster is simply remembering everything there is that's going on and trying to do all of it. However, that basically translates to "be a better player," and its impossible to just jump to that point. What will help in the "see new things to do" department is to ALWAYS be looking at the minimap. Whenever you are macroing, try to be glancing at the minimap and you will naturally remember stuff that needs to be done. The only thing you'll need to remind yourself to do is to macro. So
1) spam hotkeys
2) whip your mouse
3) look at minimap
4) remember to macro
as time passes on, you will be doing significantly less spamming of hotkeys and will simply remember everything that needs to be done and you'll naturally do it quickly

Oh, and i strongly disagree with people who say "APM is something that comes naturally with improvement." APM is something that needs specific work in itself. One MUST sit down and say "i will try to play as fast as i can this game" in order to improve APM.
That's how you have fast newbies and slow gosus as well as slow newbies and fast gosus. Some people just choose to work on speed and others don't.
I'm glad someone is genuinely asking how to improve APM. People tend to think its pointless because high APM comes off as "trying to look flashy." However, its a vital skill to becoming a good player so others should have more respect for those trying to improve this aspect of their game.

Sorry last thing:
Try to have a very efficient hotkey setup. I read that you were having trouble w/ 12 or so gateways. I recommend hotkeying 1 gateway or the 1 pylon supporting the gateways to 5 or 6 or something. Then hit 55 and simply click build everything (click Z click Z click Z click D click D etc etc to make stuff) I know that's how reach builds things in late game
So, you don't HAVE to do everything off hotkeys, but sometimes things work well. I'm a zerg user and i have 5-0 as hatcheries (sometimes 0 are scourge/defilers or something) and 1-4 as units. I'm EXTREMELY used to spamming 5sz6sz7sz8sz9sh0sh but that took time. Also, since i only have 48 units hotkeyed, i bunch the rest of my units in groups of 12 in a concave in the middle of the map. That way, when i need to attack I can click move those 12 groups easily and then control the 1-4 groups nicely.
For protoss I use: 1-4 as units 0-8 as nexuses (nice to be able to go 0p9p8p) and 5-7 as gateways/other critical buildings and I macro as i said above. Although I don't play protoss frequently, this hotkey setup makes sense to be able to play quickly and still control my units well.

You captilizae your "must" as if it is defininte and that it is the same for everyone. This is clearly not true. There are many people like me who were surprised to find their apm went up without them even knowing. This was caused by the increasingly improving play which demanded for higher apm. There are alot of cases where your apm will just naturally go up. Don't just dismiss it by saying that everyone "MUST" increase apm by focusing on it only.
