I think it's cause Kwanro had burrow researched to defend against it. Whenever the drones were in danger, he just burrowed... which is why Bisu needed to do some storm drops instead =/

Only way he could get to the drones was to fly over mass hydras.
You can't really harass if your opponent is prepared. It seems to me that when the zerg spreads out all his hydras to defend it's better to switch to zealots quickly and hit hard before they regroup into a big army.
