I've tried all maximum performance options wherever i was able to force using AMD GPU. I don't use multiple monitors.

What about temperatures? And did u also install updates for intel hd drivers?

Try turning off dynamic lighting if you haven't. Check your power settings in windows and make sure you aren't on power saving. What FPS are you getting? ctrl-alt-f in game shows FPS i think, if it doesn't you can download a tool like fraps to check.

Windows 10? One thing that helped for me (desktop pc) was changing the scaling options to 100%, it seems the game is affected by this setting. This will affect your mouse cursor size.
I also changed the windows resolution to my monitor's native one (4k in my case) and used windowed FS mode.

is the mouse lagging or the game lagging? also how high is the cpu usage in task manager?

as a last resort you could try testing it on linux with wine

Did this happen after a recent patch? PM me and i'll help you trouble shoot this until it works if you want, i've had similar issues.

I have constant freezes like 2-5 seconds on my ASUS k501-ux laptop with nvidia gtx-950M graphics card on a monitor connected via hdmi. Did not have them on my desktop pc with 750TI graphics card. Something strange going on where laptop has intel hd graphics along with external graphics card.

Try FPS Cap and set it to 100 in the video settings for sc.

I use a dell vostro 3560 which also has 2 GPUs. Had been fine for years and I even was able to stream without noticeable performance-loss. Then last mega-hot summer came and under 25 degree + roomtemperature, the performance started to go south and things peaked in regular BSODs. Tried all sorts of shit to fix, but finally had to accept that the Amd Raedon 7670m chip has taken damage due to age and temperatures. Just like you, I was able to get decent but far from perfect results from using the Intel HD gpu. Recently ordered a replacement motherboard from Alibaba that has the 7670m chip on it. Was around 100€. Will let you know if this fixes my problems.

This helped my performance on an old laptop too. Even 60 FPS is enough imho.
