Im posting this here so it benefits from google search. This is the best way to change or update your hotkeys at the moment. Based on a WINDOWS 10 OS Go to System(C Drive 99% of the time) C:\Users\YOURUSERNAMEHERE\Documents\Starcraft\hotkeys\$device
You will find a text file named "keys.txt" Open it and edit the text file. Use Search and look for what you want to change.
E.g If you want to change observer speed then open it on notepad and press CTRL+F to find a text.. Write Observer and make sure its the one named OBSERVER_SPEED . Next, proceed to change the key which comes next to the = sign.

An Australian player in the small UMS world war game community that I'm in mentioned that with the patch they may change the server such that his ping with north American players would be bad. Something about the new server would make regional ping less but international ping more.
Can someone explain why this might happen and what would be some solutions? This certain player is one of the limited number of people who know how to play our two main maps, it's not likely we'd be able to train more people to learn the map, and losing him due to unplayable ping would be pretty disastrous
The obvious solution would be iccup but the problem is gathering people, who usually come to a certain channel on US east and our attempts to get the world war game community to all switch to iccup has never worked the past few years

This means that the game expects a network packet from everyone else in the game more often. If your ping is too high the result will be an unpleasant or unplayable stuttering. But you can just check it on iccup: if you can play there (maybe with extra high latency) you will be able to play with 1.18

This, but the fact that they rolled back hotkeys and created a fair bit of issues that didn't exist (bnet bugs) makes me scared that SC:R or 1.18 will be a failure. I mean blizz is not necessarily known for recent success. They can't can't can't screw up on this one, SC:R could be huge.

I can fully understand that, and I would be lying if I said wasn't a bit concerned myself. But it does seem like Pete Stilwell and Co. have a solid gameplan, even if they did jump the gun a bit with the 1.18 release.
