So you meant Spanish to English?

The problem of both translations is that you basically transcribed word for word to the extent of sometimes butchering the phrase so that it doesn't sound pleasant in English anymore. I'd recommend you try to break loose from that habit by taking the entire sentence and trying to rephrase it entirely without putting too much emphasis on every word. It will be so much nicer to read.

I'd help but since English isn't my first language, there's certainly someone out there knows better than me how to phrase it elegantly.

Hmm, I'm not a fluent speaker in either language but I think that the second text makes much more sense. The Spanish expressions "Se desarrollo a través de fuentes" (which you translated correctly in the second text) and "Nos arrojan" are not the same in English. The only thing that bothers me a little bit with the second translation is the colon after "it can be said that".

Overall, I think the second text was much easier to follow. I'd go with that, if no native speakers can correct me, of course!

This is suspiciously similar to a homework thread... you have been here more than long enough to know we don't like those kinds of threads here.

That being said, the second one sounds coherent enough to me as a translation with my moderate-decent ability to understand Spanish.

does summary sound better than abstract? as this is a "summary" of a 100 page report, but this is just the intro of the summary

Definitely the 2nd.

Here, for academic papers, we usually use the word 'Abstract' if we have to write an english version of the work. Not sure how it applies to other locations.

Like the last one best. Just pay attention to not over-capitalizing nouns.

I would say, "The collection of information was carried out by the Territory Observatory and institutional agencies."

Also, abstract would be more appropriate than summary.

for a native English speaker it's easy, relative to other languages. but it's usually people looking to learn an "easy" language that never get far. it's the desire and patience that determine one's ability to learn.

First, sorry for the double post, but I feel compelled to answer this question.

Spanish is a tad difficult to learn, as I've heard from foreigners who have come to Chile to learn the language; I don't know if it is because of our peculiar accent (we tend to not pronounce some letters, such as the "s" on the end of words, making words like "Ensaladas" (salads) sound like "Ensaladah" (LOL)

Still Spanish is said to be one of the hardest languages to learn... Not so sure of it, but still, that's the opinion of some of my foreign friends who also speak other difficult languages, such as german or swedish or even korean.
