M on the Bund is decent. But it's around $70 per person, and in a cheaper city than Tokyo. So I'd rather go to Tokyo to eat good french food.
Otherwise you are right, jiajia tangbao make excellent xiaolongbao. The only xiaoyang shengjian I know is on Wujiang road, and there are renovating the street now
