Yeah, I think it's a problem of what kind of shaver you have. I've shaved after a shower, I don't think it completely gets rid of the stub.

Alright, the key to shaving is not fucking electric razors or how many stupid blades you can fit onto a disposable cartridge. Merkur makes simply amazing razors and if you're buying a new one (you should) buy a Merkur. I personally use a Merkur classic long handle and its simply superior.
Next order of business will be to order blades. Double edge blades aren't like those stupid plastic pieces of shit with 1000 blades that get dull after 1-3 shaves and cost more than your rent to buy. They last about a week depending how much you shave, and what brand you buy, and are pretty cheap considering how long they last and how awesome they are. You probably should buy a blade sampler to test out which brand of blades you like best, but I went ahead and bought 100 blades of shark brand razor blades since it has a fucking shark on it. Now, the next part isn't really MANDATORY but it makes shaving a whole lot better and makes you look like a badass. Buy a badger hair brush, a stand for your brush (you want the brush drying with bristles down), and some get shaving soap or cream. Brushes can get pretty expensive so some manufacturers will use boar hair, which is terrible in comparison to badger hair. Now that you've got all the gear, you basically shave how you would expect to shave. Warm your face (after shower or warm water towel on face for a couple of minutes), dip brush into cream (little goes a long way here), slather it on your face and shave. 45 degree angles work best here. Switch between both blades so you're not dulling one side super fast.
You will get cut when first starting to use it, but the learning curve is nothing in comparison to something like a straight edge or cutthroat razor. After you shave 2-3 times and get the hang of it, you will have a MUCH MUCH MUCH closer shave, and will also look really awesome to anyone who sees that gear in your bathroom.
Cost can be a factor when first getting into double edge safety razor shaving so you can get away with not buying the brush, cream, and stand and just using that pressurized stuff you're used to, but really you should complete you set eventually since it makes shaving much more enjoyable.

Electric razers are useful when there's too much hair for a blade, you're low on time or you're styling. I've got one and I'll use it if I want the stubble look, but for a clean shave I honestly don't think you can get much closer than what I do, besides a single blade. The vibrating thing actually makes a difference, it's annoying if I forget my razer and have to go back to a Mach 3 or something.

Well first off, shaving will not get you laid lol. Maybe dont shave, it will make you look older and more manly?
I use a non-electric razor. Regular ol gillete with 5 blades and the single on the flipside, I think its called a fusion? Jus make sure you change the blades when they get dull, thats possibly why your not getting as good of a shave?

in my experience "quattro" was a lot worse then good ol' mach3, i think that is why mach3 is still more expensive( if im not mistaken here) if you have the time and desire you should go with what xmshake suggested, double edge razors work the best considering your experience. Of course nothing compares to a good vintage barber shop where they will literally make you orgasm

get a mach3, shave every morning if you hate stubble and use an aftershave to calm down razer burn and prevent ingrown hairs. Using a dirty razor can cause red bumps and ingrown hairs and stuff as well.

I used to use extremely cheap disposable razors a number of years ago. Without shaving cream I would get really close going against the grain (no stubble). If you actually use cream you may or may not get as close... not sure.
I then switched to my shaver which doesn't get as close but is so much easier that I don't complain. After about 6-12 hours it's starting to grow back for me pretty badly lol.
