You can purchase things and gift them to other regions and there's no tax as far as I'm aware. I think we're supposed to add something to our taxes at the end of the year for such purchases though...
I'm not sure I'd trust random people on the internet to hold their end of the bargain for such things, even if they are on team liquid. Another issue with pay-pal is currency conversion and the fees pay-pal charges. By the time you get past all that, your sale price game is what you'd be paying anyways so it isn't worth the trouble.
In the past, a friend of mine who lives in Europe have exchanged games with me where we both wanted something cheaper in the other's country, but those occasions are few and far between. Europe doesn't get better prices very often, and when/if they do there's no guarantee somebody doesn't already have/actually wants said game.

aaaaand its UBISOFT week! it starts of with the prince of persia series. the complete pack including all games for only 16€. i can highly recommend it. even though the last part is extremly short, its still a good game, like all the other PoP games. really worth the money. i bought the pack instantly, even though i played all the different parts already

No, its all of the modern Prince of Persias. Only one of this set I've played before was Sands of Time, and that was totally awesome.
Guess I'll add another 5 games to my list of games I'll never get around to playing.

Newest one is infected with Ubisoft's online DRM, and either that or the one before it is missing critical story DLC.

I can only comment on the settlers since i bought it last xmas on the steam sale. dont buy it if you expect a classic settler game. it has nothing to do with the old parts of the series anymore. i wont say its a bad game, but i was a bit disappointed. i would rather recommend to buy the latest Anno than The Settlers 7

Could you describe in detail what you mean by the old parts? I have only played settlers 2. So for example is the way the economy works changed? Making efficient routes between mines/food -> production center -> soldiers/tools changed? Slow combat from tower to tower changed? Explain it a bit more in detail!

It seems like Steam has decided everyday should be a Christmas sale, this is just crazy. They have 2 games on sale for Ubisoft week, 2 midweek madness sales, and a daily sale. How am I ever going to pay my rent if Steam has sales like this all the time?

Alot of the times they are having sales on old games out for a year already trying to spur some more sales from people who are holding out for a cheaper price. Rest assured though that you will certainly see them back on sale some point in summer/fall/christmas, possibly at cheaper(if they reduce the normal price) prices by then. So pay your rent first then think about it when it comes back on sale again.

Explain it a bit more in detail! yes, i was refering to the very old parts, Settlers 1+2... its nothing like that anymore. its a totally different game. explaining all the changes would be quite a lot and i also didnt play it that much cause i didnt really like it (4-5h i think). if you consider buying the game, have a look at some youtube videos first ( i should have done the same before i bought it )
