Yes, if you have no turrets or scan, but if you scout correctly it's rarely a problem (I've rarely seen people do the +1 air weapons/ cancel once scout dies tactic used).
And the difference is really what Toss have to do for detection :
150 forge
150 cannon for immovable detection - in addition to this, we need a pylon everywhere we want a cannon - so while cannons are good anti-air, they suck vs Shuttles and other harass as it's 250 to place them in the shuttle path, and you can get 2 goons that will actually move around for that price.
200/200 robo
50/100 observatory
25/75 observer - for movable detection.
vs
engineering bay - 125
turrets - 75 - 2/3 of the cost for immobile detection
Academy 150
Comsat station 50/50 - 200/50 total vs 275/375.
Terran can go BOTH of their tech trees for detection for cheaper than toss can get an observer(relatively, due to Vespene =/= minerals), and much faster. The problem you just described isn't even cheese vs toss, it's just a tech rush due to its viability, and is a legit counter to 4 gate goon all-in. It is cheese vs Terran, because it's a total gamble as to whether they'll have put up turrets regardless of scouting, as 200 minerals is nothing, and many T make eng bay regardless as a free floating scout. The counter to a dt rush is indeed, a dt rush. They're the mutas of pvp.

edit : What I mean to say is that dts make pvp one of the only matchups where you can have a build order loss and be unable to do anything about it - if you have 6000 eapm and your opponent dt rushes you and you 4 gate goon all-in, you lose. Doesn't matter if they only have 10 apm. This is NOT true in pvt, tvt, or zvz, or any other matchup besides vs R.
