Yeah, staying active with that unit is just can be so valuable. I mean, every time you are able to land the shields onto those minerals- that’s guaranteed harassment. Although an interesting idea, this is precisely why I think the oracle harass is not very good similar to FF's. I'm sure it will get balanced. But it will never be the unit interaction like BW storms, reaver shots that were big hits or misses depending on who was faster. Or good map awareness with DTs that didn't trigger an alarm when attacking workers.
But this will always be did I get close enough with out being sniped? If yes, then freeze minerals for x amount of time (x amount being tweaked for balance). If no, then no damage. But it requires very little interaction between units/ players reaction time. Sure taking down minerals requires a reaction, but it's not the same as:
Did I get close enough without my shuttle getting sniped? If yes, then quickly unload high templar, unleash 1-2 storms before the opposing player races all his workers away for little to no damage. If the opposing player doesn't react fast enough, the entire line of workers get's wiped out. But it's all about who is faster, not just on entry, but also on the attack execution.
"that’s guaranteed harassment. It doesn’t matter whether or not they’re fast on the reaction." I don't particularly like this idea for a harassment unit.

Best update of the whole lot to me is the mothership core, rewards players who manage use of their energy well and beefs up the defenders bonus in PvP.
Also, are we now going to see sudden requirements to micro around your units when a couple of them pick up widow mines, so that only the ones actually attached to the thing take any damage? If so, that's a really cool change too.

People are complaining about Terran not getting very much new cool stuff. What they have to realize is that the reason they aren't getting major reworks because they're already a pretty complete race in WoL. Zerg is incomplete and Protoss needs a remake.
Adding a unit that "harasses" by clicking on minerals and runs away, another retarded AOE unit (tempest) and recall on Nexus is NOT a remake, it just adds on to the retarded mechanics of Protoss. FF and warpgate wasnt enough...
Terran is only "complete" after they fix the problems of our higher tech (like half the units being hard countered by feedback). Zerg imo is the only truly well-made race atm, perhaps with a slight nerf to Blords and Infestors.

I actually love that it only goes on a 3 minute cd but I suspect it will be hated the moment I move out on map with 15 stalkers and blink into main and snipe the lair.

I really dislike the abduct ability. Zerg already has the advantage of being able to swarm and mass units comparatively to the other two races, and now the Viper will be able to remove the few ranged units that controlled that? The zerg in the battle report didn't even use the Viper nearly well enough, and watching it wreck through all the protoss tier 3 just made me shake my head. I have no idea how tanks will remain viable vs Vipers (which should be able to pull tanks out of range of thors, I anticipate viper/muta being pretty good)
This saddens me moreso because I absolutely love the other changes to zerg, especially the swarm host. That unit just seems really really cool. It forces APM for your opponent, provides a huge range on its effectiveness based on the zerg players APM, and allows viable multi pronged attacks with zerg, which was frankly quite difficult before. The hydra speed boost seems really good, and was much needed. Ultra charge looks kinda silly.
The Oracle seems too fast, if it slowed down I really don't think there'd be any problems with it. The Tempest also seems cool, the 22 range is almost comedic to watch, but the uber-slow attack speed still makes it a one or two of unit, without appearing remotely gamebreaking. I really like the new mothership abilities, and I imagine the availability of early game recall will fix A LOT of problems in PvP (specifically that having your army out on the map in the early game doesn't automatically mean basetrades if you're attacked).
While I'm sure the terran changes have practical use, I really don't get any of them. The mines seem useless at higher levels (and abusable in the low levels), the Tempest should deal with tanks exceptionally easily (which in my estimation makes mech TvP still kinda useless), and bio appears unusable against zerg now. I don't get the battlehellion, but I think we'll see a lot more stargate play vs terran, which I found always makes for entertaining games.
tl;dr Protoss and Zerg changes look neat. Terran changes don't appear to do much, though I'm sure over time we'll see how viable they are.

The other thing to note about the reapers: removing the building attack makes them much more likely to reduce the build time, currently one of the problems is that with the building attack is that if they reduced the build time too much people would just 5 rax reaper and run into bases 1 shotting command centers/nexuses before you could kill all of the reapers even if you were reasonably prepared.
If that happens, they will just tweak it again. Also they can just change the dps it does as well, not like blizzard hasn't change dps of various things before (infestor, tank, etc). Too early for me to say more not knowing how much build time reduction would come, really. YMMV. Personally I actually rather like the building attack, it made reaper stood out a little more, but the old should make way for the new.

If they made reaper speed back to only rax>techlab tech it would be useful again, but not OP since they'd be easily denied with static D

The problem is it essentially a macro mechanic. For both players and spectators it is about as exciting and difficult as injecting larva. Whenever I have 75 energy I try to entomb. That may be a new kind of harass, but it certainly isn't interesting.

Retreating is a necessary part of harassment, it's why medivacs are so good because you can have a ton of them without hurting your army's combat effectiveness, the same was not true of the warp prism, if you have more than 1 warp prism in your army you're not adding anything.
