He was throwing games for his own benefit and that's just as good a competitive move as any. Throwing games for the benefit of other people, that's really despicable, but players shouldn't be forced to win games when it actually hurts them because of the tournament format. You can't throw ladder games without most likely giving free points to random players in the competition. Tefel got 17 points for free and he was around rank 20 at the time, somewhat near the cutoff. If margins are extremely close and someone at rank 17 with no realistic chance of qualifying (say queuing at 23:58 for the hell of it, you don't have time to win a game then) would break the top16 thanks to a <1minute throw, it's very unfair for the one that was at seed16 before the manipulation. And imagine rematches with a sequence of 3x <1minute wins where the wintrader and up&comer are in sync. There's no way that doesn't look exactly like wintrading for the benefit of other people, even if it's done by random without 'evil intent'.

...WCS rule book is so needed and, being already 4 months in the 2016 season, it is beyond laughable the fact that it is not already available... this not even thinking about the fact that a season was started without having written rules about it...

I agree with Bly that players must be allowed to do anything that isn't forbidden. The most important thing is that the competition is fair. If a player refuses to give himself an advantage because he thinks that something is unsportsmanlike, or simply the wrong thing to do, or is afraid of being disqualified because of some unwritten rule, then each player is going to be at a different level of advantage based on their own personal choices. That's not fair! The best way to get a fair competition is to let everyone know what the limits are and let everyone push right up against the limits without any shame by the viewers or punishment by the league. Breaking the rules shouldn't be a shameful thing. Getting the most advantage you can is a metagame present in all competitions. It's the way it has to be in order for the competition to be fair. Writing a rulebook for their esports is an ongoing project that Activision-Blizzard ought to get started on ASAP. They've got a lot of games they want to be used as esports. They acquired MLG. Tournaments have been at every Blizzcon for years. They're obviously committed to hosting these competitions. They can't just ignore this aspect of hosting. Don't they have in-house lawyers? I doubt they even need to contract anyone. I think they've already got people capable of doing it. They just need to make time to do it.

Things like this make me scratch my head about why it's not there. Obviously Blizzard cares a lot about Starcraft, we get developer updates, patches, money for tournaments, epic 3D projection stages at Blizzcon, they make up super complicated WCS structures... But then they don't deliver on basic organisation stuff like this rulebook. Makes no sense to me.
