Funnily enough this information gets thrown around every time. LG-IM are top 16 in Korea at best in LoL, they literally only serve as the gatekeepers for the OCL right now and overhauled most of their roster just recently in desperate hope to make it out of the groupstages some day. They were often called the worst teams in OGN Champions this season. 
Not saying that being top 16 and consistently qualifying for the, granted extremely competitive, tournament is bad, but they are far from being one of the big boys there.

It's a security deposit, to make sure teams don't drop mid season. It's possible that Kespa can change the rules if they really want more teams in PL.

Now all those interviews with IM players about their supervisor being troubled give sense. Didnt seem right to me for quite a long time. But not getting any money for almost a year while being one of the absolute top teams, that horrible. Hope they sort it out. Also I like this relation between IM and Kespa. Proleague gogo!
