This is mostly true. I have had instances where with lower framerates, the PC will skip commands occasionally. I have a PC at work with low low settings, one of my co-workers sometimes asks me to play with him and show him some stuff but it's hard to go from my usual 60+ at home to <50 at this workstation. That being said, it's not a HUGE decrease, but occasionally you'll have micro/input issues.
