I know! Zerg whining was much more fun than this Terran/Protoss whining. As a Zerg, I mostly approve this patch, though the protoss weapon upgrade cost buff is annoying! At least they didn't make lv 1 cheaper, so I won't complain.

Snipe is perfectly balanced, but EMP was just sick. Thank god, after more than 1 year Blizz finaly realized it.

It's not that EMP was necessarily imba. More that terran doesn't have any other solution but to MMMGV against toss, but that should be fixed in HotS with warhounds and battle hellions :D

I dont understand why there are protoss who believe this patch doesnt change much about the impact in PvT. Its a buff for protoss and nerf for terran, its better than nothing.

All they are saying is that the upgrade cost reduction doesn't make as much difference as people seem to perceive because the research time remains the same.
Most people who QQ seem to have instantly thought in ratios of old vs new cost and assumed without a thought that now the upgrades are 20%-30% better and faster, and protoss will now have 3/3/3 by the 10 minute mark before terran has the time to start 1/1.
The EMP thing is fairly well accepted already.

Just some facts/opinions to clear this up;
Vikings are Tier 3. Vikings are also absolutely required to counter collosi, and since you have to outnumber them, also usually requires a reactor on top.
Ghosts are not the most powerful unit, and have NEVER been. Recently that role has been reserved for infestors and collosi.
EMP radius was nerfed once already in the beta or soon after, I forget.
Ghosts are required to beat equally skilled protoss as gateway units in bulk are superior to even MMM when used properly. They always have been used at high skill levels in TvP for that reason since the beginning of the game.

I'm curious to see how this affects the lower leagues. I've always sorta struggled vs protoss so now that they can get cheaper upgrades im wondering if ill lose more now.

Nah, it still it will stay double forge builds. L1w & L1a. Next you get L2w & L1s. The L2a & L3w. Lastly L3a &L2s Because Level 3 shield still cost a crap load.

But the Templar paths are currently to expensive for what they bring you, making everything involving them currently extremely volatile.
It's funny how even protoss players hate colossi. If they replaced the colossus with reavers I'm pretty sure nobody would complain. Reavers were fun to play, fun to watch, and reavers drops was a staple harass tactic. T_T wru reavers...

Vikings are not Tier 3 The whole 'tier' thing comes from Zerg, Hive = T3 and Vikings are way lower tech

EMP is instant guaranteed damage
you can dodge storms as terran if you are not bad
nerf is good
ghosts are too OP. snipe and EMP on the same unit is just lulz

Whilst this was a minor buff and nerf, I was never too sure if upgrades were what needed to be fixed in PvT.
If you think about it, more often than not, good protoss' will have their 3/3 upgrades done before the other races, with consistent chronos and what-not.
EMP-nerf is a more direct nerf obviously.

If I'm looking at this patch from a Terran perspective, there is absolutely nothing I would do differently except maybe add in 1-2 more Ghosts than normal for late-game situations.
Compare this to the Infestor buff, which fundamentally changed just about every aspect of the PvZ matchup, it's disappointing.
