A harass unit is a unit which is extremely useful in the role of harass, and is primarily suited to harass. Mutalisks for example, which are fast, and are great for poking and doing damage in undefended areas, but suck in straight up fights, are a harass unit. Reapers, which suck in fights but are great for picking off undefended buildings and workers are a harass unit. Sure, you can technically harass with a colossus, but that doesn't make it a harass unit.
Yes, but this is my point: You shouldn't design 'harass' units. You should design units that may be used for harassing. How much reaper harass have you seen lately from the 'harass' unit? Hardly any. But I've seen HT/DT/Zealot/Stalker/Sentry/Immortal harass all within the last few weeks.
Blizz did say they were going to "un-nerf" the reaper. So I would expect to see reapers a lot more in HoTS.
