I'd agree that apart from the head, that's what it both looks like and would make the most sense tech-tree wise (assuming that roach and hydra stay where they are). I think its the head (quite clearly a hydralisk) that's throwing everyone off | ||

The unit in the background there is just a color variation of the normal baneling model. It's used in HoTS as an upgrade for the baneling. Remember seeing it somewhere in the HoTS trailer.
