Another explanation may be different PTR servers depending on the region for some proper testing without lag. In WoW there are always several ptr servers, all in US tho.

I'm surprised that it took them this long to implement though. I recall in past games you could basically have unlimited accounts but could only login into one.

I don't see why this couldn't work out. It doesn't harm them in any way as long as you can only log in one at a time, and helps a lot of people in many ways (off-racing, siblings and smurfs for pro's). The main issue that people raised at the time of this debate back in beta was that this approach would inflate the ladder with many `empty' or unused accounts. Meaning you could potentially be stuck in a division of entirely non-active players. It's possible however that that's happened anyway and so Blizzard decide it makes no real difference. Or they might realise that people don't really care all that much about their division as much as their league. Wish Blizz would make announcements about this kind of thing y'know?

I mean, how would Blizzard lose out? Since there's no LAN, you need to be online to play. If you want to play, you need to be logged in. Therefore, if you restrict the number of logins for account to one only, you fix your problem of people playing without owning the game. It's not like hosting account info is costly, anyway.
