Same thing happened to me. Just type in battle.net in google. And create an account. They add a product. Thats how I registered for starcraft. At first, I didn't work when I clicked on the link. Maybe this'll work.

I bought WC3 at Costco one day when I was a kid. When I got home their was no CD. I was pretty mad and upset but luckily they let me give it back b/c they were having a huge problem with people stealing games from the store. In fact I checked the other boxes to make I got a CD and 3 or 4 of them were empty before I even came across (luckily) one with a CD.
Was the box open or messed with in any way? Since you don't need the CD someone could have taken your CD-key and DL'd the client and left the CD for you. The worse the area you bought it the more likely it is to be stolen, just a thought.
Very easy to steal the CD-key (usually they open the BOTTOM so you won't notice). Return it or call blizzard and see if you can get it since you have the UPC barcode on it.

Can't believe it's 2010 and this stuff still happen. How many more years until they put some empty boxes and a sign "if you wish to buy this game please ask someone our staff"?

ur in venezuela for what I saw so u probably bought the latin america version and wont be able to register in the us ... Ops: just saw the post as a whole, ya someone already used it .... (i know a bit of spanish)

This so happened to me with Walmart and Civ3. The "Open Box" is rather deadly. Especially when Walmart doesn't beleive you. Civ3 was worth 100 dollars at least.

There is no region restriction on registering your game, the error you get has nothing to do with the region you're trying to registering in.

problem solved! I went to the games store and they don't offer any kind of warranty on pc games. But, they can offer support on how to solve problems with the game. It was pretty easy, they just clicked on a link that appeared on the error message, and then, they clicked on Add a new game and then entered the cd key and the registration was succesful. It was pretty straight forward, I don't understand how i couldn't figure it out. If that wouldn't have been enough I might have had to call blizzard for support.

They can take the XBox route and have the key enabled when it is purchased...then the stealer just have to be lucky to enter the key between the time you buy it and the time you register it.
(By XBox route, I mean for points and such, the person can't just simply steal the code. It must be purchased, then it is enabled...I had a problem where I bought one (1600 pt card) and it wasn't working b/c it was saying the seller didn't enable to code.....after like 4 hours, it started to work)
