If it took say 2 minutes to reach fully charged, previously you would have 1 minute of attack at low strength and then another minute of attack at medium strength before reaching fully charged. Now it's an entire 2 minutes of attack at low strength.
Once void rays reached fully charged, yes, then the new void rays are better... ish, it's slightly more dps at fully charged for 1 less armor and 50 more minerals. It's "low" attack strength is now 150% stronger.

my 2 cents:
- thor build time is fast now. lookout for some serious proxy factory thor+mass scv allins. not gonna be gamebreaking but certainly abused for some time until all players can handle it. combined with shorter tank build time mech might be a little more viable to mass. will still need some bio support though.
- conc nade now an upgrade -> great change
- void-ray -> 50mins more is not huge and 1 armor less is not much of a difference... died superfast to marines/hydras anyway (maybe needed because dmg to light units was buffed). dmg will take a little longer to kick in (no 2nd level, 3rd level takes same time) but will ultimatley be 1 dps higher. i think void-ray will still be viable as "base-raider" but opponents have a little more reaction time. might not be able to kill queen 1on1 anymore? dmg increase against light units will be equalized with armor debuff. still not really viable as support figher.
- roach 1 armor -> finally :D. not so much game balance but just utter nonsense to have same starting armor as bc's xD. roach has still great value for cost.
- hydra life nerf -> puzzled by that decision? maybe reaction to colossi dmg nerf last patch?
all in all like the patch!

Korea Added support to allow games to continue in case of lost power during a Starleague final.
Balance Changes
TERRAN Thor Build time decreased from 60 seconds to 6 seconds. Siege Tank Build time increased from 45 seconds to 20 minutes. Marauder Changed voice to be more racially sensitive.
PROTOSS Void Ray Changed to have 8 damage levels instead of 3. Still takes the same amount of time to fully charge. Name changed to Voidtapus Cost increased from 200/150 to 250/150.
ZERG Roach New Lair tech ability used to keep hellions from burning themselves. Hydralisk Noone likes them anyway, REMOVED.
