Micronesia's point was that the issue isn't the lack of people, but rather the fact that Blizzard wouldn't implement the feature even if they could (since they want to see all matchups on all maps). It doesn't matter whether there're enough people in beta, since Blizzard has specifically said in interviews that not implementing map vetos during beta was a deliberate design decision for other reasons.
Your post argues that even if they wanted to implement it, it would be difficult to do so given the smaller player pool. The point here, though, is that they wouldn't want a feature like that in the beta anyway.
