Nononono, It's a buff since it doesn't try and attack twice against armored targets means it'll actually do full damage.

ZvT is going to be Stim Medivac behind mineral line, regen marines at 15hp/sec in an impossible position, GG. Can't wait. Playing HOTS was the first time since I played Terran in WOL that I actually felt like I had real tech choices and could build powerful units that could really pressure my opponent. These changes are obscene buffs in many places with almost nothing Z gets to deal with them. Mutas become laughably bad in ZvT, a 15hp/sec healing medivac becomes impossible to overcome with even 2-3 marines. Thors counter Mutas even harder, PvZ Mutas went from "ok" to "yeah right". Extra range on the phoenix for free, Oracle now does 25dmg vs light at .86 attack speed... lol. Glad my now slightly faster mutas can fly in a bit faster to get steamrolled. Also, DT shrine now cheaper than Hydralisk den. Uninstalled until next patch.

I think I understand the medivac changes.
It's still going to be horrible to get because early game you can either reactor medivacs or get a tech lab starport and build one, which isn't going to be as good for pushing due to lack of energy.
Speed is to help it get away from Fungal (and mutas since they got a well needed speed boost!)
The healing is to buff bio late game since now Ultras are going to be soooo powerful which is sooo good!

Allright, what happened to vortex? Is it a spell for decor now? Not even close to useable? Who can explain?
Reworking Voidrays in this way, it's completely wrong imo.
Removing Templest to Fleet Beacon is also looks like a fail, seems like Blizz forcing tosses to play Stargate style, but to play it they need to think out better what to do.
Bring back old Voidray, bring back Voidray speed upgrade.
Add some minor splashdamage to Tempest (air, ground or both - probably researchable upgrade at beacon), or bring back the tech without Beacon
Phoenix buff is fine tho.
Somehow rework Carriers, make em easier to build (buildtime/cost changes).
Looks like that Oracle is the unit that being changed since beta hots release, and being changed every single patch :/

sooo...terran now dont have to worry bout toss toss has no way of killing BR but toss can 4 gate dt rush every game...... the hell

If it's faster than that, I'm OK with it, because otherwise it's way too easy to dodge. No upgrades on ITs is dumb as shit. Why not just a damage/AS nerf instead? Zerg looks like it got fucked hard, but we'll see. A lot of changes have looked horrific initially and turned out OK. I love Hydra speed at Lair though. Maybe they'll actually find some uses outside of ZvZ.
I don't really understand the new seeker missile and how to dodge it. The way I see it, you have 3s from the time it's cast to get 13 range away, otherwise it's 100% a hit? Is that correct?
I'm not really sure what to feel about the combining of vehicle and ship upgrades for mech.
Let's see: Hydra buff, muta buff, viper buff, ultra buff, infestor nerf. Yeah, pretty rough for some. I think Ver called them "patchzergs".
@Cricketer: What are BRs?

I'm trying to figure out what the new Seeker Missile won't 1-shot with its 300 damage.
So far, I've got: Ultras (400 hp) BCs (550 hp) Thors (400 hp) Mothership (350 hp 350 s) Carrier (300 hp 100 s) Colossus (200 hp 150 s) Archon (10 hp 350 s)
maybe or maybe not Immortals (200 hp 100 s)

ok. But it loses the Light-bonus. So it's a trade-off. The buff is not very significant though.

designwise the changes look very promising. Lots of activated abilities instead of passive bonus means more decisions to be made and more skill ceiling. I hope they get it somehow balanced!
The ultras have to actually be able to HIT what they're aiming at though. This has been a problem throughout WoL. When a zerg runs dry of fungals, ultras aren't so good. With fungals though, the new buff does look pretty big. Good for maybe cutting through some of that steroided bio ball?

bring back flux vanes....baad stargate updates

I'm skeptical about a bunch of these changes, but I'm super excited that blizzard continues to try and change everything relatively aggressively. Also, what part of this is supposed to help toss PvZ to make up for the lost vortex? Void rays with the activation buff don't do particularly more damage than they did before.

Fungal Growth: Is now a projectile.
Does this mean it can be absorbed by a PDD now?

Is it too early to start complaining about PatchTerran?
I don't want to necessarily restate What has already been SaiD in the discussion. It does seeM that Blizzard is pushing for Protoss to go Stargate in PvZ. My concern is that Protoss won't necessarily have an Answer to the Bio-deathball that Terran hits us with usually at 10mins with these changes. The Strength of the medivac may be too much.
I like the Dark Shrine change, but as people have already mentioned with the moment of decent detection that races have now, how effective will this be.
I'd like to see them as HasuObs mentioned on twitter a reworking of the Colossus.

So first they when they launched beta they made terran/zerg op and protoss was left as the lowest priority and got the worst end. After a while they decide that terran is op so they remove a unit and buff other units to compensate protoss kinda gets it's units fixed and still people aren't happy with them and zerg just get minor nerfs to it's new op units. Now blizzard decides that Cos they removed a terran unit they have to give them even more cool stuff and buff everything to the extreme! Zerg ofc gets a few buffs as always which may or may not get slightly nerfed afterwords ( the buffs so not completely reverted) and protoss ofc gets a kick in the ... Not sure how i feel about the new updates. Tempest sounds like it's not going to be helpful against ultra, mothership is getting completely trashed (i don't see why are they removing the old recall that's only for the mothership. It's a late game thing that it probably going to be the only reason to use mothership now that vortex is getting removed). I don't rly like mothership cos it's a huge weakness window also builds slow takes time to get energy and after that it gets stolen by zerg so it's not that great. The voidray change seems kinda cool but i doubt it will help much, since stargate units generally even with crono (which u can't afford to use on stargate only anyway) are build slower than terran air not even mentioning zerg air which is instant build all the corruptors. So ye... I have mixed feelings for voidray, maybe now when there isn't change the build time should be reduced. Phoenix buff is kinda huge in pvz imo cos now it's even less unlikely that zerg will go muta also u may or may not have a chance to snipe vipers late game. Also huge in pvp. People are going to start using phoenix even more cos the harras is going to become easier. Also armory upgrades for ground and air i don't like at all. Will make TvP really hard for protoss. Terran will basicly use hellbats/marauder/marine/speed medivacs to do insane drops and i don't even know how they're going to die with the buffed healing, also tanks are going to be used probably every game to force engagements and do massive damage on the front lines. The Dt shrine i also have mixed feelings for. Maybe with the new mothership core it's will be easier to deflect in pvp but still idk. fenix dt might be potent we'll see.
Overall rating 5/10 Reason: I feel zerg's getting buffed more and more despite the infestor which is getting tuned down as it should have been a long time ago. Also the mixed upgrades for terran mech/air is a bad idea imo. If they're going to to that protoss shields upgrade should be: 1. Removed so armor works for shields too. 2. Moved in the twilight council with a lower cost then now so u can actually double upgrade and it should be 1/2 of the cost of normal upgrades since shields are less and the investment isn't worth for the big fights. 3. Should be revamped and also moved to the TC and should give some kind of an effect. Maybe even a one time upgrade like. When out of combat protoss shields reg + w/e amount. Or reduce the damage/effect from spells by #%.
P.S. Zerg doesn't need more buffs blizzard and terran bio is op as it is now so be careful what u'r doing....

Special Ability so probably not. HSM couldn't be absorbed either.

I don't like dark shrine 100/100 or the medivac being 150/150/110 and 5 health per second. Also don't like infested terrans not sharing upgrades w/ roaches. I think it's a bit too far.
also mech upgrades shared with starport ones will make terran a lot better vs. BL's, a bit too sever maybe ?
Other ones are fantastic though. Great job Blizzard !!!!!

So, in every game vP you have to prepare for DTs now? I think it is nice to see them buffed but having to prepare for it by default seems akward.

It may or may not be more of a buff depending on attack speed and possibly upgrade scaling, which we may need to find out in-game.
