It's a rule applied to a situation for which it was never intended. He may not have been born in New Zealand, but there is no question whatsoever of his nationality.
The rule is intended for someone that was never chosen for his national team and then discovers his true love for Qatar after a change in his bank account.

So basically if you move to a country when you are 1 year old but don't have an ancestor from there, you aren't allowed to play for that national team until you are 23?

According to this rule yes.

Any Player who ... [assumes] a new nationality and who has not played international football [in a match ... in an official competition of any category or any type of football for one Association] shall be eligible to play for the new representative team only if he fulfills one of the following conditions:
(a) He was born on the territory of the relevant Association;
(b) His biological mother or biological father was born on the territory of the relevant Association;
(c) His grandmother or grandfather was born on the territory of the relevant Association;
(d) He has lived continuously for at least five years after reaching the age of 18 on the territory of the relevant Association.

It is possible to get an exception to this and that is apparently where New Zealand fucked up.

It's probably because he's English and young.. they have this rule in England that you need to have some local players in your team so young decent-ish English players' prices are massively inflated.

Or another reason could be that EPL clubs are just crazy and stupid. Because those high inflated prices not only occur with English players.

I wouldn't be thrilled if I were a Liverpool fan at all. Once again the only player of interest for top clubs has left and you can bet anything that he will be replaced by one that has "good workrate". With every player they sell and every player they buy Liverpool solidifies their mediocrity. They could have held on to Sterling if they had any sense or tact at all, and it would have been worth a lot more than 50 mil to them.

City are bankrolled by oil-money. £50M is an easy investment to them, especially as the enforcement of FFP doesn't seem to have much bite. City are starving for Englishmen, especially if the home-grown registration rules are getting harsher (I heard it'll go from 8 required home-grown to 10 or 11). And the consensus is generally that Sterling has incredible potential.

This is a fucking dream sale for Liverpool. Sterling didn't want to stay for whatever reason (I buy that it's for sporting reasons, but the salary he'll earn at City probably won't hurt). They've already got Firmino, who looks like a fantastic player and according to former team-mates has no attitude problems, for a little more than half of the Sterling fee.

I just wonder what formation Liverpool will play next season. Surely they'll ditch the 5 at the back, at least?
