Honestly I think a lot of jobs could cut down on work hours if they just worked efficiently but there's no real incentive to work efficiently since even if you do you aren't going to get more free time. Whole culture prob needs to be revised.

I'm happy working 40 hours a week. The problem is it's easy to find a company which says that's your work week but actually expects you to chip in another 10-20 on the side and another 40 during "crunch".
Or you can work for a wage and have to work overtime/a second job just to make ends meet.

Hmm I know of quite a few places here that don't even pay overtime. The thinking is if the work can't be done during work hours than something is going wrong. That logic makes sense to me. Overtime or "work on the side" shouldn't be normal and acts more as a crutch for poor company setup or exploitation of workers.
My brother recently had a case of his company being behind in work(IT company that does modeling for mines/mining equipment) where they created a scheme of "deadlines" and "overtime" that employees could op into to get bonuses. It was kind of dumb solution to them promising more than they could handle and hardly a normality here.
