Regarding Korea, I just don't think it's true. You underestimate the secondary effects of Koreans going to WCS events. If they go there, they can prioritize GSL less, which leaves more room for other players. Or, every once in a while someone like Impact or Ragnarok has a good streak and goes to WCS which would obviously help that player. This IS the same as investment from the Korean perspective. If there are more tournaments, it's good for the scene. Just like Circuit is not only good for Neeb and Serral but for ALL players in non-Korea.
That said, I don't know that it would save the scene. And the problems in Korea are about many other things than region lock, of course.
