For people asking the dumb questions, it's simply a multitasking issue. Scarlett was dealing with multiple nukes at a time which you literally have to find, plus you have to babysit your army to avoid nukes, snipes and EMPs, plus you have to keep managing your economy where the nukes do damage. She just got flustered and out multitasked and simply just had no moment to think about planning her own aggression.
Maru just has played this really well

she's been doing that before the nuke madness started
before this mass nuking started look at the resources lost - maru lost a lot less than scarlet did
you cant keep throwing your army at lategame terran positions. having a bank doesnt mean much because the races are designed so that Zerg and Protoss need bigger banks to compete. you also have to realize that since maru was trading more efficiently for the first half of the game (in fact the entire game), and he had fewer bases up until 2X minutes, he was at a lower risk of being mined out
The only way to win is to get a good engagement, which is ridiculously difficult against a good terran who knows that most of the cards are in his hands (aside from bio, all his units will outrange yours)
