Its really only gonna get worse with the years, terran has always needed some form of their agression to be even or create an advatange, there is very little expanding super quickly will do vs Z / P even if you could.
The whole race is about hitting when the enemy is weak. As players get better those vulnerability windows are smaller and smaller and every time something starts winning the steps necesarry to perform it are easily scouted since terran BOs are hilariously inflexible and practically telegraph what you are doing, there is almost no ambiguity, which is one of the reasons proxies were so powerful.

or it's just that the last balance patch where they buffed Protoss early game for no reason was a mistake...

I'm sure all Zerg players also agree that Protoss was a mistake, but let's not forget most of the pain for Terran in this tournament came from Zergs. And the fact that maps are on average too damn big probably has to do with that.

Yeah, it's not like many of them lost to Zergs. But I would say that's more map issue than balance, but what do I know, I play Z/P

Well, Inno beat Serral, Gumiho beat Rogue and Maru beat Dark and a lot of the maps terrans lost were due to nydus which is just silly atm. Except nydus I really don't see a problem in TvZ, Solar just seems crazy strong in the matchup.
TvP on the other hand.........
Many of the coolest moments in sc2 happen due to worker harassment

I knew TY was a kind hearted person. He never been aggressive against his practice partners. He even lost to Special, his friend: Rogue , Stats, and Solar a few times before.
