Well it's already established that soO is probably the best ZvZ in korea. So the only competitor to the "best in the world title" would be Serral.

I think this status is the most contested it's been in years with Rogue's strength and soO's domination of Dark ending. In tournament matches. Solar probably considers soO the best from personal experience.
