The correct placement for pylons differs in every game depending on the build. If he put 2 pylons at that ramp, he's vulnerable else where, and it's really hard to play against liberators without really well placed pylons around your mineral lines. Then what's stopping innovation from just harassing the mineral lines. And it's very risky to over pylon when you go for a third base and double forge cos if the terran finds a hole in your pylon defence, you have no units and are completely reliant on those pylons.
Yes, in this game, Welmu would've survived, but then inno would've have done that poke and probably would've found other holes (which would've admittedly been less game ending). But it's a bit unfair to call it a mistake from Welmu when it's not so black and white like that.
