Because he's the most consistent and doing the best overall against the highest level of competition in the past few months. In some people minds Hyun maybe a "top tier zerg" (I personally have my doubts but w/e) but you could probably lump him in a group of good zergs that go from great to mediocre day to day.

I'm not saying Hyun isn't top-tier, I think he is looking purely at some of the names he's beaten and his gameplay (absurd macro and diverse play). Just stats can be deceiving.
His ZvZ at the very least has got to be top 3 atm.
