That list with english proficiency is probably only theoretical knowledge of the language, which is why japan and south korea can even be on that list. They all learn english for many years in school but most of them arent comfortable speaking english at all.
Also most swedish people can speak english but they have a very distinct accent while I find norwegians and people from the netherlands usually don't have any (except for rotti  ).
