Doesnt matter when there is not a PC on planet earth that renders the game at 120 all the time.
Im pretty sure a good pc that run sc2 on all low setting are capable of running the game at 120 fps pretty much all game long. Then again tournament I'm not sure how good the tournament pcs are so... cant say.

i7 extreme 16gb ram GTX 670 SLI
Have BENQ 120Hz screen and game runs at 120 FPS without any drops in 1v1 games @ medium/high settings (certain setting tuned down bcs they clutter/uber shiny and not good for micro).
