Why do I need to find a comparable streak? I already said he's a top foreigner and probably best foreign z. That doesn't change the fact, that I don't find the competition he faced to be that good. If he put up a 30-0 vs korean toss, then I would be impressed.

Quality of opposition factors in, but no matter how low the level of opposition is, a winning streak is always favourable. That is, if I win 5000 ZvPs versus FISH, it would be better than if I LOST some of them. If I went up against MC and you didn't know about my 5000 winning streak, and you gave me 0.1% chance to win, and then if I tell you about my streak, it would be stupid to say my chance of winning is now less than it was before.

You're ignoring that he's still got such a streak against SC2 pros. He's not facing bronzies, but all pros. I doubt that you'd deny SC2 volatility, and the ability for a lesser-skilled opponent to certainly be able to take a single game off a high level if there's a lack of scouting, mis-micro, etc. Not dropping a game in that long of a time period to even a stupid cheese is very good.

Wait that doesn't make sense because this isn't a game of chance and skill factors in. A pro could go on a 5000 game winning streak against bronze players. That doesn't increase his chances of beating MC, so yes I would ignore that 5000 game winning streak against bronze players if you told me about it, because it's irrelevant and has no bearing on how the games against MC would go.

Stephano's ridiculous winrate against foreigner Protosses clearly shows that he's on a completely different level from most foreigner ZvPs, but in Korea, I'd say that Stephano would be a pretty average ZvPer (and that's a compliment, by the way - most foreigners wish they could be "average" in Korea). In other words, Stephano's foreign ZvP winrate definitely helps the case that he'd be able to at least stand up to Koreans in a way that most foreign Zergs can't, but I also highly doubt that Korean Protosses would be "scared" of him.
