I still think it requires more skill than EMPs. First of all, a lot of the time fungals need to be used against air units, as opposed to EMPs which are mostly used against ground. That means more chance to fuck it up.
Also let's say you land a good fungal on some viking, you can't just wait to recast it again. Pro players find the time to squeeze in injects, or other micro in between the fungals, which requires more skill than just carpet bombing a protoss army with EMPs.

Truth. You also gotta know how long to wait between fungals to properly kill different units.
